Description
This is a Source Sought notice. The purpose of this notice is to obtain capabilities information from all sizes and types of firms to determine the degree of competition. Information received will be used to make a determination regarding the use of full and open competition or to set aside the procurement. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps. The anticipated contract will be a firm-fixed price indefinite-delivery, indefinite-quantity (IDIQ) contract for supplies, with one base year and four one year option periods. The minimum order per year will be five (5) acoustic release transponders and the maximum will be forty 40) per year. The amount of all orders shall not exceed 200 acoustic release transponders over the life of the contract. This sources sought notice is for the manufacture of acoustic release transponders that meet the specifications needed by the Pacific Marine Environmental Laboratory (PMEL). The PMEL has a requirement for acoustic release/transponders. PMEL deploys hundreds of underwater instruments every year. The instruments are attached to a mooring line, which is anchored to the sea floor with a railroad wheel. The mooring line is attached to the anchor via an acoustic transponder/release. When it is time to recover the mooring, an acoustic signal is sent from the ship to the acoustic release. The release interprets the signal and if the code is correct, the acoustic release detaches from the anchor. The mooring's flotation brings the mooring line and the instruments to the surface where they are recovered by the ship. The Contractor shall provide acoustic release/transponders, which comply with the following specifications: Mechanical - Static working load through the case (no tension rod): 5400 kg; minimum depth rating 6000 meters; weight in air not greater than 30 kg; length: not greater than 1 meter; corrosive resistant housing and fasteners; no machined threads which incorporate duplex stainless steel; designed for ease of maintenance; proven reliability on long term deployment, i.e., 12-month minimum. Acoustical: Fully compatible with Edgetech 8011A and ORE 8011M acoustic command deck units. Release must work with deck unit as stand-alone with no computer interface needed. Commands: Enable, disable, release. Enable and disable commands will be confirmed with a timed ping rate output. Release command will have a different times ping rate than enable and disable. Ping interval should be no shorter than 1 second and no longer than three. Acoustic release attitude (horizontal or vertical) acknowledged by the number of pings and sent during reply, (tilt sensor range 25° ±5°). Examples: *Enable confirmation*: 10 pings at a *two* second interval when *vertical* *Enable confirmation*: 5 pings at *two* second interval when *horizontal* *Release confirmation*: 10 pings at a *one* second interval when *vertical* *Release confirmation*: 5 pings at *one* second interval when *horizontal* Working Range: 10 km Receive Sensitivity: 80 dB re 1 uPa Minimum Interrogate Pulse Width: 5 ms Interrogate Frequency: 9 or 11 kHz Minimum Reply Source Level: 190 dB re 1 uPa @ 1 meter Ping to Ping Transpond Function for Ranging Turnaround Time Delay: 12.5 ms ± 0.4 ms Reply Pulse Width: 10 ms Minimum Unique Command Codes: 2,000 Reply Frequency: 7.5 to 15 kHz in 500 Hz increments as ordered Batteries: Alkaline batteries-field installable; minimum two year deployment life with 40,000 single pulse replies. Delivery Schedule: All acoustic release/transponders ordered shall be delivered F.O.B. Destination, at the expense of the contractor to the NOAA/Pacific Marine Environmental Laboratory, 7600 Sand Point Way NE, Seattle, WA 98115-6349; within thirty (30) calendar days of placement of delivery order. Minimum/Maximum Quantities: The Government shall place orders totaling a minimum of 5 and a maximum of 40 acoustic release transponders per year. The amount of all orders shall not exceed 200 acoustic release transponders over the life of the contract. Period of Performance: The base period of performance will be effective from the award date of the contract through a one (1) year period. However, the Government may require continued performance of this contract for four (4) additional one-year periods at the rates established under the Schedule. Exercising an option will be at the discretion of the Government and may be done anytime during the contract's current performance period. Interested parties should submit: 1) A brief description of their capability to provide the required units; 2) Evidence of experience and past performance (including a contact name and telephone number); 3) Intention to submit a proposal as a prime contractor; and 4) Business company size, point of contact and DUNS number. The business size shall include any applicable preference program (i.e., 8(a), HUBZone, Service Disabled Veteran Owned, Small Business, etc.) For the purposes of this requirement, the NAICS size standard for small business is 750 employees or less.
