- The Fleet Logistics Center Norfolk Contracting Department, Groton Office requests responses from qualified sources capable of provide Docking Piloting Services for Naval Weapons Station, Earle NJ in accordance with the Performance Based Work Statement. This is a SYNOPSIS for commercial services prepared in accordance with procedures of FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation, supplemented with the additional information included in this notice. This requirement is only for those contractors in the tri-state area who are authorized by the NY/NJ Department of Transportation to provide Harbor Piloting Services in the NJ/NY harbor area. This synopsis shall be posted on both the FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFP number is N00189-13-R-G003. The NAICS code is 488330 - Navigational services to shipping and the small business standard is $35.5 Mil. This is a full and open competitive action. Questions regarding technical or contractual issues must be addressed to the contract specialist via e-mail or fax ONLY. This solicitation incorporates provisions and clauses in effect through FAR and DFARS. It is the offeros responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.acq.osd.mil. Lack of registration in the System for Award Management (SAM) database (www.sam.gov) will render the offeror ineligible for award. The government anticipates release of the RFP during the weeks of 03Dec12- 07Dec12
