Description
This notice is a request for information (RFI) and is not a request for proposals (RFP). The government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Description The National Institutes of Health (NIH), National Library of Medicine (NLM) is seeking market research potential sources, and best practice information for the following features and capabilities: Dark fiber (i.e. fiber unlit-by-electronics) for two diverse-path connections between the National Library of Medicine (NLM) Telephone Equipment Room Building 38A 8600 Rockville Pike, Bethesda, Maryland 20894 (NPA/NNX 301/435) and the Mid-Atlantic Crossroads (MAX) consortium facilities located at the University of Maryland Computer and Space Sciences Building, Building #224 Room 0312A, College Park, MD 20742-2411 (NPA/NNX 301/405) is required in order for the NLM to communicate and physically exchange Internet traffic with domestic and international biomedical researchers via advanced communication systems in a diverse and robust manner. These redundant diverse fibers will need to continue as long as necessary into the immediate future so that the NLM can continue to communicate with its users and research partners over advanced high-performance networks in a reliable fashion. Many NLM users domestically and internationally access its resources via high-performance connections at their respective institutions which in turn connect with their regional aggregation points which in turn connect to their respective national research and education networks all of which enables continued collaboration and advances in biomedical research and development. This worldwide network of advanced research and education networks and their peering arrangements is the structure by which this happens. The MAX operates, in the Washington, DC area the regional aggregation point for traffic to/from domestic and international destinations. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills, and ability to fulfill the Government's requirement. The capability statement should be complete and contain sufficient detail for the Government to make an informed decision regarding capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's business type and size; DUNS number; NAICS code, and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 1:00 pm local prevailing time on Thursday, December 6, 2012 to Suet Vu at vus@mail.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
