Description

PRESOLICITATION NOTICE DESCRIPTION: The Veterans Healthcare System of the Ozarks, Department of Veterans Affairs, Fayetteville, Arkansas, Medical Center located in Fayetteville, AR. The main Medical Center hospital is a small facility with a facility with approximately 72 beds. This requirement is for the providing and installation of a Nurse Call System in the hospital. There is a new edition being built which has nothing to do with this requirement. This requirement will require replacing the existing system, providing and installing a new system. Eligible firms will be required to have the capability of bonding (Payment and Performance Bonds) within the range of $500,000 and $1,000.000. TYPE OF CONTRACT AND NAICS: The resulting purchase will be a firm-fixed price agreement. The NAICS code is 238210, SIZE $14.0 million. TYPE OF SET-ASIDE: 100 % Set Aside for Small Disable Veteran Owned Small Business (SDVOSB). SELECTION PROCESS: The selection process will be based on a technically acceptable lowest price. Criteria will be identified in the solicitation. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: This requirement is being issued as a services requirement however we are posting a magnitude of contraction. The magnitude of this construction project is anticipated to be between $500,000 and $1,000,000 in accordance with FARS 36.204. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about 28 December 2012 and awarding the contract on or about 28 February 2012. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details can be found in the solicitation when it is posted. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors are required to be certified at time of award in Vetbiz. Site can be found at www.vetbiz.gov Offerors must have and must maintain an active registration in the following databases: System for Award Management (SAM): Offerors must have and must maintain an active registration in the SAM database at www.sam.gov to be eligible for a Government contract award. If at the time of award an Offeror is not actively and successfully registered in the SAM data base, the Government reserves the right to award to the next prospective Offeror. SITE VISIT: A onetime site visit will be schedule for offerors. The anticipated date and time is January 8, 2013 at 01:00 PM local time. Location will be Veterans Administration Contracting Conference Room, 2575 N. Keystone Crossing, Fayetteville, AR 72703. The actual date and time will be published in the solicitation, therefore vendors should check site visit information on posted solicitation.
