- Project Title: Senate Underground Garage Renovations and Landscape Restoration Industry Day Purpose: Pre-Design/Build Conference Day for interested design/build teams or interested firms (construction general contractors, specialty subcontractors and suppliers), to learn about the project scope and schedule development. Participants will have the opportunity to provide input for the in-progress Request for Proposal. Tuesday, December 11, 2012, 10:00 AM Dirksen Senate Office Building, Room SDG-50 (Rules Committee Hearing Room) Contractors are to e-mail RSVP to Justin Kieffer ( jkieffer@aoc.gov ) by Monday December 10, 2012. The Architect of the Capitol is planning the Senate Underground Garage Renovations and Landscape restoration project. The existing Senate Underground Garage is an 84,000 s.f. structure constructed in 1932, which occupies a site west of the Russell Senate Office Building. The structure is bounded by Constitution Ave; Delaware Ave. NE; D Street NE; Louisiana Ave. NW and New York Ave NW. The structure is an enclosed below grade parking garage with two vehicle ramps on opposite sides of the building that discharge directly outside; one below-grade pedestrian tunnel leading to/from the Russell Senate Office Building and one at-grade pedestrian exit leading to New Jersey Avenue. In addition to the garage structure the following components are included in the scope: •- Upper Senate Park Plaza and Senate Fountain located above the Garage •- Cascading Wall Fountain and Monumental Stairs leading from the Upper Senate Park Plaza to the Lower Senate Park Plaza •- 80' x 180' Senate Reflecting Pool located in the Lower Senate Park Plaza The existing garage, fountains, reflecting pool and associated systems have exceeded their life expectancy and are in need of renovations, repairs, restoration and conservation. The Senate Underground Garage is identified as a Heritage Asset and a Cultural Landscape as indicated in "Order 37-1" of the AOC Preservation Policy and Standards dated February 6, 2012. The Project is planned as a Design-Build procurement method. The Architect of the Capitol has contracted with an A/E to prepare 35% level bridging documents for the Senate Underground Garage. The scope of the bridging documents will address the following major components of work: •a. Total interior rehabilitation of the Garage and associated Office and Support Areas •b. Total rehabilitation of the Garage exterior. •c. Total re-waterproofing and rehabilitation of the above ground associated plaza •d. Total rehabilitation of the existing fountains to include the Senate Plaza fountain and the Cascading wall fountain. •e. Total rehabilitation of the existing reflecting pool and surrounding plaza. Due to the complexity and unique aspects of the rehabilitation specific to historic preservation, fountain restoration and underground structure waterproofing, the Architect of the Capitol has elected to hold a Pre-Design Conference an Industry Day to heighten awareness of the project and solicit input from the Construction community. The design team will solicit input on the following topics: •a. Historic Conservation •b. Waterproofing •c. Rain water collection and reuse •d. Geothermal heating and cooling •e. Fountains and reflecting pool rehabilitation •f. Fountain and reflecting pool filtering systems •g. Pre-Qualifications of Design Build Teams The Architect of the Capitol has outlined the following conditions in the project scope: •a. T he garage and associated office and support areas will be vacated in their entirety for the duration of the construction. •b. The successful offeror will be required to provide temporary facilities to house the existing offices and program areas that currently are housed in the Garage. •c. The design shall be environmentally friendly. The proposed HVAC system for the occupied areas will be a geo-exchange system. •d. All work is to be completed prior to November 2016 prior to the January 2017 Inauguration event. PLEASE NOTE THAT TELEPHONE REQUESTS FOR THIS RFI WILL NOT BE ACCEPTED. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. This RFI is for informational and planning purposes only and it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI or attending the subject conference are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this sources sought will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Small businesses with the capability to meet the requirements are encouraged to reply to this RFI. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. Potential responders are responsible for monitoring this site for additional information pertaining to this RFI. At this time, the Government is seeking information only from all.
