- The procurement action was conducted under FAR 6.302-1 with authority of 41 U.S.C. §3304(c) 1, as the only responsible source and no other suppliers or services satisfy tower requirements. Department of Commerce ('DOC'), National Oceanic and Atmospheric Administration ('NOAA') awarded a sole source lease for tower space and transmitter shelter space for the installation and operation of an antenna facility, forming part of the National Weather Service National Weather Radar program. This award to American Tower Management, LLC was to fulfill the requirement of National Weather Service ('NWS') to provide emergency weather warnings for Highland, New York and surrounding area.
