Description
The Naval Air Systems Command (NAVAIR) intends to award a sole source production contract to BAE Systems Information and Electronics of Greenlawn, New York (BAE) for the continued FY14-16 production and delivery of AN/APX-118, and AN/APX-123 Common Transponder Systems (CXP) and associated equipment. This requirement includes production, test, and delivery of AN/APX 117-118(V) systems, Mode 5 capable AN/APX 123(V), Mode 5 retrofit kits, System Replacable Assemblies (SRAs )including Receivers/Transmitters, Remote Control units and/or Mounts, technical data updates, related engineering and logistics services, including support for weapons system platform integration and installation requirements, and ECPs. The FY14 basic contract award will procure up to 10 AN/APX-118s, 688 AN/APX-123s, 561 Mode 5 Kits, and 200 SRAs. The FY15 Option period will procure up to 10 AN/APX-118s, 688 AN/APX-123s, 567 Mode 5 Kits, and 200 SRAs. The FY16 Option period will procure up to 10 AN/APX-118s, 396 AN/APX-123s, and 99 Mode 5 Kits. The quantities listed above are approximations and may be increased slightly if funding permits. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE Systems is the original designer, developer, and manufacturer of the AN/APX-117/118(V) and AN/APX-123(V) systems. As such, BAE Systems is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform this effort.
