Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a Firm Fixed Price, Sole Source purchase order to Woods Hole Oceanographic Institution, Woods Hole, MA. The NUWCDIVNPT requirement is for Systems Engineering, Technical Analysis, installation, and test and evaluation services on (02) two Government-owned Remote Environmental Measuring Units (REMUS) Autonomous Undersea Vehicles (AUV) in order to test and prepare the REMUS 600 vehicles for at-sea demo. Services required are in support of planned pier-side and at-sea testing of custom-modified REMUS 600AUVs, supplementing similar testing conducted under a sole-source contract. Contractor personnel shall have intimate familiarity with the system modifications, thereby enabling in-situ troubleshooting during at-sea testing, if required. This requirement is for the period of 12 months upon purchase order award. Woods Hole Oceanographic Institute (WHOI) is the sole designer and developer for the REMUS 100, 600 and 3000 commercial Autonomous Undersea Vehicles (AUVs). WHOI developed, licensed and patented the software and hardware that is incorporated into these vehicles, and developed and installed the custom modifications required to support the desired tow cable homing and docking capability. The REMUS vehicles are proprietary technology. There are currently no other known companies that have the editable source code and hardware design information for these particular custom-modified REMUS 600 AUVs. Furthermore, no other existing AUVs can be substituted for use. These vehicles were configured, evaluated, and tested to perform per the required Government specifications (operational depths, speed, size, weight, etc.) and further modified for tow cable homing and docking. The NAICS is 541712; size standard is 500 Employees. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. NOTE: A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals and is not a commitment by the U.S. Navy to procure subject items. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Additional information will be provided upon the release of solicitation number N66604-13-Q-0406, which is expected to be released on or about 20 December 2012 and is estimated to close at 2:00 PM Eastern Standard Time on 12/31/2012.
