- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY This is not a solicitation, but market research to determine potential sources to provide one (1) Full Time Equivalent (FTE) Gastroenterologist (PERSONAL SERVICE) for the 633d Medical Group (Medical Treatment Center (MTF), Langley AFB, VA. The NAICS code for this requirement is 621111. Scope of work: The contractor shall furnish all labor, tools, equipment, materials, supplies, required for the execution and completion of work, management, supervision, transportation, teaching, consultations and reports necessary to provide a gastroenterologist for government beneficiaries at the 633d Medical Group, Langley AFB, Virginia, also referred to as the Military Treatment Facility (MTF) herein. Gastroenterologist may also be required to provide service or get training at Naval Medical Center, Portsmouth. Contractor care shall cover the range of services provided in a civilian medical treatment facility. Performance shall be according to the requirements contained in this Performance-Based Work Statement (PBWS), and professional standards of the Joint Commission on Accreditation of Healthcare Organization (JCAHO), the Health Services Inspections (HSI), and in accordance with (IAW) the current USAF Referral Management Guidelines. The gastroenterologist shall perform a full range and spectrum of comprehensive specialty care. Workload is a result of scheduled appointments, walk-ins to the clinic from the Emergency Department, walk-ins for specific diagnoses and telephone calls, and consults. Duties of the gastroenterologist are as follows: • Evaluate and treat emergent, urgent and non-emergent patients ranging in age as young as 18 years to over 65 years. • Provide immediate evaluation and management of emergency problems as they occur. • Shall perform Gastroenterology-related procedures that are medically indicated and shall admit and discharge patients to the wards appropriately to include Upper Endoscopies (including dilations, gastrostomy tube/PEG placement, and control of bleeding), Flexible Sigmoidscopies (including hemorrhoid banding), Colonoscopies (including polypectomies, control of bleeding), Percutaneous Liver Biopsy, and Paracentesis. • Shall provide outpatient services for patients as scheduled by the MTF. • Shall provide inpatient care. This will include new patients when consults are requested by the admitting health care team. The gastroenterologist must be able to perform unsupervised. • Will be required to consult with other specialty practitioners for consultative opinions and continuation of care. • Productivity is expected to be comparable to that of the other civilian and military Gastroenterologist physicians assigned to the same facility and authorized the same scope of practice. • Will see new patient consults and established follow-up clinic visits. • The provider is expected to respond to telephone consults. • The provider will address patient expectations and requirements, and establish level of need and priority of care in accordance with established policies and procedures. • Shall be required to respond appropriately to clinical emergencies. • Shall be required to coordinate patient care with community health agencies and social programs. Shall facilitate continuity of care for patients. Shall have knowledge of a wide variety of resource agencies available in the military treatment system to ensure proper and expedient referral of the patient and/or family member. • The provider shall seek and maintain interpersonal relationships with clients/families and coworkers which contribute to mission accomplishment. • Shall ensure patient and staff safety through safety awareness, proper infection control and promotion of clean, orderly clinic environment. Recognizes reports and corrects potential safety hazards. • The provider shall direct supporting Government employees assigned to them during the performance of clinical duties and guides the performance of assigned personnel. • Provider shall be expected to provide inpatient, urgent and same day consultations on a "walk in" basis. • The provider shall be expected to attend daily morning reports and/or clinic and medical specialties flight meetings. • The gastroenterologist shall be scheduled to participate in formal educational lectures. • Performs all other duties as appropriate to this profession. This sources sought synopsis neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Based on the responses received from this Sources Sought will be the determining factor on rather or not a solicitation will be issued.
