- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation requested and a written solicitation will not be issued. Arizona Army National Guard is contemplating the procurement of : 8 (ea) GNS 430 GPS's and 8 (ea) Docking Stations, or equivalent, in support of the Total Army School System (TASS) located at Western Army Aviation Training Site (WAATS), Marana, Arizona. This announcement constitutes the only solicitation; proposals are being requested and no further solicitation will be made. This acquisition is 100% set aside for Small Business under NAICS: 334111 (Size Standard in number of employees 1,000); 334220 (Size Standard in number of employees 750); 423430 (Size Standard in number of employees 100). The equipment will be in support of all UH-72A courses given at the WAATS. These UH-72A specific courses include the Aircraft Qualification Course, Instructor Pilot Course, and the Enlisted Flight Instructor course. UH-72A helicopters have 2 Garmin GNS 430W GPS units in each airframe which require classroom training for students attending the courses at the WAATS. This equipment will furnish WAATS UH-72A classrooms with valuable and effective desktop trainers for the GNS 430W. Please refer to the detailed instrument specifications below. 1. ASSEMBLY: Assembly will be completed by WAATS personnel. 5. DELIVERY: Costs to the government will be FOB destination. All firms, companies and/or individuals responding to this announcement must be registered in SAM (System for Award Management) prior to any contract being completed. BRAND NAME OR EQUAL FAR 52.211-6 Aug. 1999 (a) If an item in this solicitation is identified as quote mark brand name or equal quote mark, the purchase description reflects the characteristics and level of quality that will satisfy the Government' s needs. The salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet are specified in the solicitation. (b) To be considered for award, offers of quote mark equal quote mark products, including quote mark equal quote mark products of the brand name manufacturer, must: (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by? (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an ?equal? product, the offeror shall provide the brand name product referenced in the solicitation. If you are submitting a quote as an quote mark equal quote mark you must submit sufficient data to support the determination that the item(s) are truly quote mark equal quote mark. You must provide enough documentation that will the Government to make an quote mark equal quote mark determination. If sufficient information is not submitted, your quote will be determined to be non-responsive and will not be considered. New Equipment ONLY; NO remanufactured or quote mark gray market quote mark or refurbished items. All items must be covered by the manufacturer's warranty. Bid/proposal MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.) which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Award Criteria-An award will be made to a responsive contractor (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is the Lowest Price Technically Acceptable (LPTA).
