THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE PROCUREMENT ***THIS SOLICITATION WILL BE POSTED ON THE ELECTRONIC MANAGEMENT SYSTEM (ECMS) VENDOR PORTAL ONLY AND VENDORS MUST BE REGISTED IN THE ECMS VENDOR PORTAL TO RECEIVE ALL THE DOCUMENTATION, NO HARD COPIES WILL BE PROVIDED*** The Department of Veterans Affairs, Northampton VA Medical Center, 421 North Main Street, Leeds, MA 01053-9764 intends to issue a Request for Proposal (RFP) to award a single Firm Fixed Price contract for a Design/Build contract to renovate Building# 9 HVAC system for Dormitory occupancy. Building#9 at the Northampton VA Medical Center (VAMC) is a Historic Building. This project shall use the existing steam heat building supply and the existing chilled water chiller as the basis for providing and installing a complete, new internal HVAC system. Installation shall include all electric power, electric controls, water, stream, condensate, drains, mounting and finishing; complete and ready for effective use. The RFP solicitation with pertinent documents will be published to the ECMS Vendor Portal on or about December 17, 2012. A guide is attached to this posting to assist vendors in registering within the ECMS vendor portal. The entire solicitation, including the specifications, will be made available only via the ECMS Vendor Portal. Paper copies will not be available. Firms must have a current registration in the SAM data base at (https://www.sam.gov) and be verified as an eligible SDOVOSB by the VA Center for Veterans Enterprise at the time of submission of an offer and also at the time of award. The website to register is (http://www.vetbiz.gov). Vendors must also complete the online representations and certifications at (http://orca.bpn.gov). Amendments to the solicitation will also be posted on the ECMS Vendor Portal and all parties are responsible for checking this website to ensure that they have the most current information. All questions must be submitted in writing to the Contracting Officer, Linda Ward at linda.ward2@va.gov. No telephone requests will be accepted. A site visit will be announced in the solicitation documents. The date and time for receipt of offers will be announced in the solicitation documents. Electronic proposals will only be accepted. The applicable NAICS code is 238220 with a size standard of $14.0 million The cost range is between $100,000 and $250,000
