- Front Page update to soliciation with date of proposal required. 12/10/2012: Due to a system error the front page of the soliciation contains 1 Nov 2012 as the proposal NLT date. THis is incorrect, this modificaiton will correct the front page of the original soliciation. The date for proposal submission is now 12/28/2012 by 4:00 PM. The contracting Officer apologizes for the misunderstanding, THIS IS THE OFFICAL CALL FOR PROPOSAL FOR THE SECONDARY AFT DISPLAY. Due to a system error the soliciation will be released as FA8102-12-R-0025 PLEASE REVIEW THE SOLICIATION AND ALL ATTACHMENTS, THE PWS, AND QASP ATTACHED IS NO LONGER VALID. WE HAVE UPLOADED A NEW SOW THE TECHNICAL DATA AND ALL OTHER DOCUMENTS AND SUBMIT YOUR PROPOSALS ACCORDING TO THE DIRECTIONS AND QUESTIONS PLEASE EMAIL OR CALL. ALL PROPOSALS ARE DUE BY 26 DECEMBER 2012. SECONDARY AFT DISPLAY SYNOPSIS. SOLICITATION TO BE RELEASED IN 15 DAYS AFTER SYNOPSIS RELEASE. 100% SMALL BUSINESS SET ASIDE. Air Combat Command required a second display screen in the AFT station, allowing for simultaneous display of Sniper, Precision Strike Suite for Special Operations Forces (PSS-SOF) imagery, and Falcon View moving map as a part of the Beyond Line of Sight (BLOS)/Situational Awareness Enhancement (SAE), Digital Communication (DCI) and Laptop Controlled Targeting Pod (LCTP) Temporary (T-1) modification. The United States Air Force has developed an Aft Display modification design utilizing as many commercially available components as possible. A production kit will consist of a liquid crystal display, an Ethernet adapter, display mounting bracket, interface cables, and mounting hardware, and installation instructions. The overall objective of this effort is to produce and deliver 75 Aft Display Modification kits to meet the operational and maintenance requirements for the B-1B aircraft in accordance with (IAW) Air Force provided engineering drawings and instructions. All work performed by the contractor shall be accomplished in accordance with this Statement of Work (SOW). The contractor shall provide cost and schedule for production in addition to delivery schedule of 75 Aft Display Modification Kits. In accordance with FAR 52.211-6 Brand Name or Equal; the salient physical, functional, or performance characteristics that "equal" products must meet are as follows for this solicitation: To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by brand name, if any; and make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. The "equal" products will be evaluated on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Government. The Government is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. Inspection: Origin (by Contractor), Acceptance: Origin (by Contractor) and FOB: Destination. The Government is considering a Firm Fixed Priced(FFP) contract type for hardware procurement and kit development. Any award resulting from any future RFP will be issued on a SF 1449 and will contain all clauses require by Law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Supplement (DFARS) as appropriate for the dollar value of the award.
