- RFP SP0600-13-R-0401 Title: SP0600-13-R-0401 Fort Drum Request for Proposals PROJECT: Biomass Generation Facility, Electricity Supply Contract DESCRIPTION: DLA Energy will be requesting competitive proposals for electricity supplied from a Biomass Generation Facility (BGF) on or contiguous to Fort Drum, located in New York. The project scope includes approximately 27 acres at the facility location. Minimum array size is 100,000,000 to 147,000,000 kWh annually. The contractor shall furnish all labor, materials, tools, equipment, and incidentals required to produce and deliver electric power, to include renewable energy attributes, to Fort Drum via contractor-owned and operated BGF. The contractor is responsible for providing an interconnection agreement, maintenance, and ancillary services to properly deliver the power to the point of common coupling throughout the contract. The Government will purchase the power output from the BGF, measured in kilowatt-hours (kWh), via a long term contract under a firm-fixed price. DLA Energy is soliciting this requirement under the authority provided by 10 USC 2922(a), which grants military installations authority to enter into contracts for periods up to 30 years for the provision and operation of energy production facilities on real property under the Secretary's jurisdiction, or on private property, and the purchase of energy produced from such facilities. The solicitation is issued as a Request for Proposal (RFP) and has incorporated provisions and clauses as in effect through the Federal Acquisition Circular (FAC) 05-61. Additional requirements may be added by Amendment. All responsible sources may submit a proposal, which shall be considered.
