- The Aviation Applied Technology Directorate (AATD) Contracting Division, Army Contracting Command, intends to negotiate on a sole source basis, in accordance with 10 U.S.C. 2304(c)(1) and implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), quote mark Only one responsible source and no other supplied or services will satisfy agency requirements quote mark, with ZOLL Medical Corporation; 269 Mill Road; Chelmsford, Massachusetts 01824-4105. The proposed contract action, a commercial items purchase order in accordance with FAR Part 13, is for procurement of four (4) Propaq MD Defibrillators, P/N: 315-2421322-01; one (1) SurePower 4 Bay Charging System including 4 Battery Charging Adapters, P/N: 8300-0500-01; and four (4) Six Hour Rechargeable Smart Batteries, P/N: 8000-0580-01. The purchase order will be issued on a Firm-Fixed-Price basis. The Army has a critical requirement to develop the Transport Telemedicine Rotary Wing (T2 RW) system, and that is being done under contract W911W6-12-D-0005-0002. To relay patient monitor data to the receiving Medical Treatment Facility, the T2 system requires an airworthy defibrillator that is capable of digital communication with the T2 system. The proposed ZOLL device, Model Number 315-2421322-01, is the only AED-approved defibrillator capable of providing this functionality. Zoll is the only known manufacturer of AWR approved defibrillators that are capable of digitally communicating with T2. The proposed vendor, ZOLL Medical Corporation, is the manufacturer of the required defibrillator. No other source is known that produces or distributes the necessary part numbered component which meets known functionality requirements. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will review and consider all capabilities statements or proposals received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct a competitive competition based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies submitting such statements shall reference W911W6-13-P-0005 in all correspondence with the Government. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Capability statements are due on 14 December 2012, 10:00 a.m. Eastern Standard Time. A solicitation document is not available.
