Solicitation Number: VA260-13-Q-0201 Agency: Department of Veterans Affairs VA NW Health Network NCO 20 5115 NE 82nd Avenue Vancouver, WA 98662 Notice Type: Posted Date: Special Notice December 17, 2012 Response Date: Archiving Policy: December 27, 2012 @ 8:00am PST Automatic, 15 days after response date Archive Date: January 12, 2013 Original Set Aside: N/A Set Aside: N/A Classification Code: 63 -- Security & Law Enforcement Services NAICS Code: 561 - Administrative and Support Services / 561621 - Security Systems Services (except Locksmiths) Synopsis: The Puget Sound Healthcare System (VAPGHCS), American Lake Campus Tacoma, WA intends to negotiate on a sole source basis FAR 13.106-1(a)(2)(b)(2) with Building Control Systems Inc., 21218 66th Ave West, Suite E, Lynnwood, WA 98036-7302 as the only responsible source that can provide the upgrade to the existing security system in the pharmacy without voiding the existing equipment warranty. NAICS 561621, with a Size Standard of $12.5 million for reporting action purposes. There are no set-aside restrictions for this requirement. STATEMENT OF WORK This procurement is for the following security upgrade. The Building 4 Domiciliary on the American Lake Campus of the VAPSHCS includes mechanical door security hardware on five rooms (B-02, 106, 121, 161 and 162). The door hardware sets were recently designed and installed as part of the 'minor project 663-347 per the "Department of Veterans Affairs Office of Construction & Facilities Management Room Finishes, Door, & Hardware Schedule Program Guide" (PG-18-14). VA Directive and Handbook 0730/2 issued May 27, 2010 became the standard after design was completed on Building 4 and the specifications call out for security requirements that are more stringent than the installed mechanical security hardware. The Directive 0730/2 mandates are outlined in appendix B and address PACS with requirements that are in addition to the security door hardware (door hardware will work in unison with PACS). This project will provide the necessary supplies and service to make Building 4 compliant with this directive. Project construction expected duration is 20 days following Notice-to-Proceed. The existing door security system at Building 4 is controlled by Andover Controls. Only Building Control Systems, Inc. (BCS) is authorized to perform work on this security system, at the VAPSHCS. The existing door security system must communicate with the new security system to be installed on the five doors affected by Directive 0730/2. BCS connected the existing building controls to the Andover system and will have previous knowledge of the system. Also, a new Andover Controls network controller must be installed for this project. The new network controller must interface to the existing network controller that was installed by BCS. The statutory authority for restricting competition under SAP, or Single Sourcing, for acquisitions under $150,000 or Simplified Acquisition Threshold (SAT) is 41 U.S.C. 253(c), as implemented by FAR 13.106-1(b)(1). This justification is where in accordance with FAR 6.001(a), acquisitions conducted under FAR 13 for SAP are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2, IAW the VHA SOP for Other Than Full And Open Competition dated 3-22-2011. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
