- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Defense Media Activity (DMA) Contracting Office, Riverside CA intends to solicit a proposal and enter into a contract with Federal Edge Incorporated, located at 14427 Meridian Parkway, Suite E, Riverside, CA 92518. The contract will be for the vendor to provide a Remote Operated Optical Tracking System 2.0 (ROOTS 2.0) which will provide portable precision tracking mount and remote control systems to allow High Speed/High Definition video capture of space launch operations from within the designated danger zone without risk to human life. The ROOTS 2.0 procurement will be done in a two phase approach with the initial purchase of a single portable tracking system followed by a second phase that will include purchase of two additional tracking systems and integration of three control systems into a Government Furnished Equipment (GFE) vehicle. Federal Edge holds all existing maintenance agreements and warranties on the existing Cameras and Imagers that will be incorporated into the ROOTS 2.0 system. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(2) or 41 U.S.C. 253(c)(2) per FAR 6.302-1. The NAICS code for this action is 541512. The DMA requires that all contractors doing business with the agency must be registered with the System for Award Management (SAM) formerly Central Contractor Registry (CCR). No award can be made unless the vendor is registered. For additional information and to register please access the following website: http://www.sam.gov/. This notice of intent is not a request for competitive proposals, however, the Government shall consider all responses received within fifteen (15) days of this posting. A determination by the DMA not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government.
