Description
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division in support of the U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC) has award a firm fixed price contract on a sole source basis to Hills, Inc., located at 7785 Ellis Road, West Melbourne, FL 32904-1105, under the authority as prescribed in 10 USC 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requirement is for the fabrication of a Model LBS bi-component fiber melt extrusion unit designed for laboratory use to make small amounts of bi-component fiber from small quantities of polymer. The machine will be versatile and run fully oriented bi-component multi-filament yarns, mono-filament yarns, metal core, high temperature polymers, meltblown and spunbond webs using a wide variety of polymer types and a multitude of cross sections. Model LBS bi-component fiber extruder is a proprietary melt extruder that possesses unique spin beam/spin pack technology and performance characteristics. Hills' multi-component technology is based on the use of proprietary thin distribution plates in the spin pack which permits all types of spinnable multi-component fibers to be spun from the same spin pack and is unique only to Hills, Inc. Their multi-component technology allows for the ability to run a broader array of materials, lower deniers, and wider polymer ratios that cannot be achieved with conventional technology. This vendor is the sole source provider of this bi-component extruder and its component parts and no other product will meet the agency's requirements. The Government synopsized this action on 12 October 2012 to satisfy the requirements of FAR 5.201.
