Description
NASA/GSFC has a requirement for the acquisition of the development and documentation of an operations guide and ground data production algorithms for the Deep Space Climate Observatory (DSCOVR) Faraday Cup solar wind plasma detector. As part of these requirements the contractor shall deliver the Faraday Cup Users Guide that includes nominal and emergency instrument operations and commanding. The contractor shall deliver an Algorithms Document that details physical and computational algorithms to convert the raw Faraday Cup telemetry into solar wind key parameters. The contractor shall deliver a test code that implements the Faraday Cup data processing algorithms for a simulated telemetry file. The contractor shall provide expert technical support to the DSCOVR Project while the operational Faraday Cup ground segment is implemented and tested. The statutory authority for other than full and open competition is 10 U. S. C. 2304( c) 1 Only One Responsible Source. NASA/GSFC intends to purchase the items from the Harvard Smithsonian Astrophysical Observatory (SAO) in Cambridge, MA. SAOs experience and involvement in building the Faraday Cup solar wind thermal ion instrument makes the contractor uniquely qualified to perform the required work providing them with the necessary information and expertise to generate the critical Faraday Cup documents. Based upon its past and current design experience only SAO has the capability to build and the past experience to operate Faraday Cups in space born platforms. SAO is the only institution possessing the necessary institutional knowledge and proprietary data that is essential for the completion of the DSCOVR Faraday Cup description and data processing algorithm development. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 3, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
