- Description
- This presolicitation notice is an announcement of a requirement for non-personal services for Refuse Collection Services at Holloman AFB, NM for fiscal year 2014 (with an anticipated start date of 1 October 2013). Work under the acquisition will support Holloman AFB and a portion of White Sands Missile Range. The Contractor shall perform in accordance with standards outlined in the Performance Work Statement and with all applicable federal, state, and local laws and regulations. DESCRIPTION OF WORK: As part of the requirements for refuse collection, the contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform refuse collection services at Holloman Air Force Base. The contractor shall be required to perform refuse collection from dumpsters and roll-off industrial dumpsters, perform unscheduled refuse collection and special event pickups; as well as paint and maintain dumpsters and dispose of refuse at disposal sites 38 miles and/or 10 miles one way from the base in accordance with the contract performance-based standards and all local, state, and federal regulations. Collection includes emptying, collecting and disposing of all waste off-base and ensuring containers are maintained. Contractor is subject to vehicle weighing and associated records for disposal and landfill tipping. Estimated workload is 2466 tons annually currently utilizing 284 refuse containers (4 CY to 40 CY) within a base area of 93.186 square miles (59,639 acres). The contractor will have a Government-furnished on-site location to conduct the requirements of this contract. PERIOD OF PERFORMANCE (POP): The initial POP is from 1 Oct 13 to 30 Sep 14 plus four (4) one-year options (if all options are exercised ending 30 Sep 18) and any extension of services (if exercised). Options may be exercised unilaterally by the Government. The upcoming solicitation will have the clause FAR 52.217-8, Option to Extend Services; and FAR 52.217-9, and Option to Extend the Term of the Contract. The North American Industry Classification System (NAICS) code is 562111, Solid Waste Collection. The small business size standard is $12.5M. IMPORTANT NOTICE: This acquisition will be competitively set-aside for 8(a) Small Business (SB) concerns. A SB will be considered small under North American Classification System (NAICS) code 562111 with a size standard of $12.5M. All offerors must be registered in the System for Acquisition Management (SAM) which is a Government owned and operated free web site that consolidates the capabilities in Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA) and the Excluded Parties Listing System (EPLS) at the website: https://www.sam.gov/portal/public/SAM. You are required to create a user account to register and/or update your entity records (i.e., Commercial and Government Entity (CAGE) Code, DUNs number, etc.) in SAM which were previously located in separate CCR and ORCA websites. This information is necessary in order to receive award consideration.
