T-Product Manager Soldier Maneuver Sensors Industry Day Announcement Solicitation Number: W91CRB-12-C-XFWS Agency: Department of the Army Office: Army Contracting Command Location: ACC-APG - -Aberdeen Division D DATE: 23-24 January 2013 Notice Type: Modification/Amendment Synopsis: Product Manager Soldier Maneuver Sensors (PM SMS) Industry Day: PM SMS will conduct an Industry Day event on 23-24 January 2013 at Ft. Belvoir, VA, within the Night Vision Electronic Sensors Directorate (NVESD) compound, Building 309, in the Virtual Prototyping and Simulations (VPS) facility. The focus of this event is to provide an open forum to discuss the Government's draft Statement of Work (SOW) for the Enhanced Night Vision Goggle III (ENVG III) and Family of Weapon Sight - Individual (FWS-I) procurement, as well as provide updates on the latest PM SMS planning, and provide an opportunity for one-on-one industry sessions. The Industry Day will be unclassified. This is a follow-on to the Industry Day event held on 13-14 November 2012. Industry Day will began at 0900 hrs EST on 23 January 2013. During the scheduled one-on-one sessions interested parties will have the opportunity to meet with Government representatives for no more than 25 minutes. Requests to schedule an Industry Day one-on-one with the Government must be submitted at the same time as registration for the event (see instructions below). It should also be noted that the Government will not release written responses to industry questions following this event. Contractors are encouraged to ask questions during the Industry Day open session or one-on-one sessions. All comments and questions may be submitted in writing to the Government following the event and the Government will take these into consideration. The Government will review these questions and incorporate any required changes into the documentation as needed. Attendance is limited to U.S. Department of Defense personnel and U.S. Department of Defense contractors. Attendees must be U.S. Citizens. We recommend all non-US companies utilize US citizen representatives. Each industry participant will be limited to a maximum of three (3) attendees. Industry partners interested in attending the conference must submit an email with subject line: quote mark Attend PM SMS Industry Day Conference 23-24 January 2013 quote mark to the Administrative POC, Mr. Steven Lopez, steven.e.lopez3.ctr@mail.mil no later than 1600 hrs EST on 15 January 2013. PM SMS will not be able to accommodate any reservations that come in after the stated date/time. Reservations are available on a first-come, first-served basis or until capacity has been met. Each registration e-mail should contain: Company name, CAGE code, business unit, and address; Primary point of contact phone number and e-mail; List of attendees - provide full legal name and confirm U.S. citizenship for each attendee; Request for a one-on-one session. Confirmation of registration for the event will be provided by email. Please note, telephone inquiries will not be accepted. In accordance with Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes, the Government will not pay for any costs incurred as a result of this Special Notice, to include costs associated with attending the Industry Day. Access to Fort Belvoir for non-CAC holders: All visitors must enter at Ft. Belvoir's Tulley Gate and present a Driver's License or other permanent ID. Access to NVESD compound: All visitors must stop at the NVESD compound Visitor's Center at Gelini Gate to check-in and receive a visitor's badge. Visitors will be required to show a valid photo ID. Note: The attendee name submitted for registration must match exactly to the attendee's ID to receive a visitor's badge. Industry Day participants are reminded that it may take up to one hour to get through Ft. Belvoir and NVESD compound security. All participants who submit registrations by the deadline will be pre-registered at the NVESD Visitors Center to facilitate check-in and issuing of visitors badges. Attachment: Detailed directions, parking instructions and a map to the VPS facility. A draft SOW, updated ENVG III and FWS-I draft Product Descriptions, and updated draft HMA ICD, will be released to Industry via the AMRDEC Safe Access File Exchange (SAFE) system on or about 11 January 2013. Documents will be automatically provided to all Industry participants who registered for the November 2012 Industry Day event, or who previously requested draft documentation. Additional Industry partners interested in the documents must submit an e-mail with subject line: quote mark Request PM SMS Industry Day 23-24 Jan 2013 Documents quote mark to the Administrative POC, Mr. Steven Lopez, steven.e.lopez3.ctr@mail.mil. Each e-mail request should contain: Company name, CAGE code, business unit, and address; Primary point of contact phone number and e-mail. Note: Draft documentation will only be provided to U.S. Department of Defense contractors with a valid CAGE code, therefore a CAGE code must be included in your e-mail request. Industry partners will receive an automated email from the AMRDEC SAFE system providing a website link and password allowing you to download the files. Documents are provided for information purposes only; documents support PM SMS Industry Day events. Recipients shall: Read and comply with distribution markings Direct all requests for distribution to other parties to the PM SMS Administrative POC, Mr. Steven Lopez, at steven.e.lopez3.ctr@mail.mil Destroy the documents once they are no longer required to support PM SMS activities Recipients shall NOT: Redistribute the documentation outside their company/organization. Industry is encouraged to submit written questions regarding the draft documentation to the PM SMS Administrative POC, Mr. Steven Lopez, at steven.e.lopez3.ctr@mail.mil prior to the event. All questions will be addressed during the Industry Day event; the Government will not provide written responses to questions.
