- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The contractor shall provide support to the Aviation Missile Research and Development Center (AMRDEC) Simulation and Development Directorate (SSDD) to enhance and maintain its current suite of aviation element modeling, digital simulation, and prototype development facilities. The contractor will leverage existing capabilities, explore future capabilities, develop complex interfaces, and maintain digital simulation, and prototyping facilities. The contractor will develop, test, field and maintain as necessary these facilities including support to a variety of applications to include maintenance calibration, ground and flight test simulation, coupled with simulation performance assessments. Additionally, a variety of simulation and development activities will assess warfighter requirements for war games, exercises and training events, system engineering requirements for concept analysis and element requirements for element integration. Data collection, centralized execution controls, and common Truth Service models such as phenomenology, lethality, environment, threat and communications will be performed. The contractor shall provide personnel with appropriate security clearances. This procurement shall be 100 percent set-aside for small business concerns under the North American Industry Classification System (NAISC) Code 541712 as services in support of mission requirements. The small business size standard associated with this classification is 1000 employees. A site visit of the government facilities will be conducted after the solicitation is issued. This procurement will result in a contract comprised of a 12-month Order Period 1, with an initial order 0001, and 4-successive 12-month order periods 2 through 5, for a cumulative period of 5 years or 60 months. A performance based, Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) contract is contemplated. The contract minimum quantity shall consist of 62 labor hours of engineering, technical or support labor. The contract maximum quantity is 556,862 labor hours and $9,287,460 for other direct costs (ODC) and travel. It should be noted that order period portions relating to ODC and travel are at cost only with no fee allowed. Offerors must propose by CLIN for labor hours and amount and ODC and Travel amounts for Order Period 1 through 5. This acquisition will be awarded based on an evaluation of the factors of Technical/Management, Past Performance Risk and Cost. This requirement will allow no foreign participation. The estimated availability of this solicitation is mid January 2013.
