Description
SPECIAL NOTICE THIS IS NOT A SOLICITATION AND NO SOLICITATION DOCUMENTS ARE INCLUDED. The U.S. Department of Energy, Office of Health, Safety, and Security (HSS) intends to extend the period of performance of contract number DE-AC01-07SA06004 with Unwin Company, Inc. hereinafter, Unwin, on a sole source basis to provide uninterrupted support while the ongoing competitive procurement is being conducted. See FedBizOpps Request for Proposal (RFP) number DE-SOL-0003560 issued on September 12, 2012. The present contract with Unwin ends on January 11, 2013. This extension will continue the performance period for six months with one 3-month option period. This extension is being made noncompetitively based on the exclusion found at Federal Acquisition Regulation, FAR 6.302(1)(a)(2), which authorizes other than full and open competition when there is only one responsible source and no other type of supplies or services will satisfy agency requirements within the required time-frame. Only Unwin has the requisite number of Q cleared personnel with the highly specialized technical experience and familiarity with the program to ensure that the HSS?s requirements are met pending the award of a competitive follow-on contract. No other firm has the requisite knowledge, experience and capability to assume the critical, highly specialized technical support without interruption. Unwin currently provides personnel, facilities, equipment, materials and services necessary to ensure that all DOE sites are in compliance with current performance measures, policies and procedures regarding security, safety and health. Specifically, Unwin provides technical and administrative support to the Office of Enforcement and Oversight (HS-40). This support includes independent assessment of the effectiveness of the DOE?s safeguards and security, emergency management, cyber security, environment, safety, health and other critical functions, policies and site performance. All personnel performing under this effort are required to possess a current DOE Q access security clearance. Personnel supporting HSS are required to have a high level of expertise relative to safeguards and security, cyber security programs, emergency management programs, and environment, safety and health programs. The Performance Work Statement (PWS) and the Position Qualifications for the Unwin contract are attached for informational purposes with this Special Notice. The support required for this extension will be in accordance with the existing PWS. Any responding party must provide a capability statement demonstrating its capability to perform the requirements of the PWS without interruption, to include the following: (1) a statement that proposed personnel are currently employed by the responding party and will be available to perform the contemplated work; or a letter of commitment from personnel that the responding party intends to use to perform the contemplated work who are not currently employed by the responding party, demonstrating that they will be available to perform the contemplated work; (2) a chart or other synopsis of the educational and experience qualifications of personnel proposed for the contemplated work; (3) a chart or other synopsis demonstrating that proposed personnel currently hold a ?Q? access authorization; (4) a copy of any teaming, subcontract, or other agreement between any parties that would be performing the contemplated work as part of a team; and (5) a certification that the responding party possesses a facility security clearance and complies with the Foreign Ownership, Control, or Influence, FOCI program. Interested, responsible sources may submit information regarding their capability to perform this requirement. Information received will be considered by DOE for the purpose of determining whether or not to conduct a competitive acquisition for this extension.
