- The Department of the Treasury, Financial Management Service (FMS),intends to make award on a sole source basis to Ricoh Production Print Solutions, LLC, of 6300 Diagonal highway, Boulder, CO 80301 for Disassembly, refurbish and reassembly of three (3) Ricoh (formerly Infoprint) 4100 HS! Advanced Function Work to be done at FMS-San Francisco, FMS-Kansas City and FMS-Philadelphia. The Financial Management Service (FMS) has the need for a contractor to refurbish and reassembly of three (3) Ricoh (formerly Infoprint) 4100 HS! Advanced Function Printers. Printers will be converted from Simplex to Duplex and installed joining existing equipment. Work to be accomplished at FMS-San Francisco, FMS-Kansas City, and FMS-Philadelphia. An important service of FMS' mission is the timely delivery of Treasury checks. FMS processes specialized jobs whereby documents are printed and inserted with the checks; when processing matching checks and documents they are enclosed into single mail pieces. FMS also prints and inserts documents. The Ricoh 4100's are special check & letter print machines that FMS uses to fulfill this mission. The 4100 is manufactured and maintained by Ricoh Production Print Solutions LLC (formerly Infoprint Solutions Company). In order for Ricoh to continue to support these machines under the existing (and any future) maintenance contract, Ricoh requires that no other entity refurbish/upgrade this equipment. Ricoh is the only supplier of these services and has no resellers/partners who are authorized/certified/capable of performing these services. This Sole Source Justification is valid for a Period of 1 Year. FMS will consider written responses received no later than 2:00 p.m. ET on Wednesday, December 26, 2012. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested services. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, FMS shall make award on a sole source basis to Ricoh. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 333244 (Printing Machinery and Equipment Manufacturing), size standard 500 employees. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a Government contract vehicle (please include contract number) or Open Market. 3. Proof that your company can provide the services required without interrupting current warranties or maintenance contracts. 4. Contractors should provide their DUNS, if applicable. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries will NOT be accepted. Responses to this request must be submitted no later than 2:00 p.m. ET on December 26, 2012 and must be submitted electronically to PSB3@bpd.treas.gov, Attn: GB-JS. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not an offer that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
