- SOW and KSAs for Regional IPA Advisor The role of the Regional PT&E Advisor (RA) is to provide assistance in developing appropriate strategies for programming, training, and evaluation for posts in the Inter-America and Pacific (IAP) Region and for supporting staff development of program and training staff in IAP posts. This position is based at a Peace Corps post in the Caribbean, Central America, or South America. Relocation expenses will not be covered. Travel estimated at 60-70% of the time to provide programming, training, and evaluation support to posts across the entire IAP region. The RA will provide high-quality training, consultation, and support that is appropriate to the needs of each country to staff in order to build their capacity to design, implement, monitor, and evaluate PC projects and training. The RA may be asked to respond to additional requests for assistance in areas such as strategic planning, team building and conducting staff retreats, and from time to time may conduct TDYs to fill in for staff absences. The RA reports to, and is supervised by, the Chief of Programming and Training for IAP. The duties will be carried out in consultation with the Chief of Programming and Training, as well as Country Directors (CDs), Directors of Programming and Training (DPTs), Program Managers (PMs), and Training Managers (TMs) in IAP posts. MINIMUM QUALIFICATION REQUIREMENTS: At least 10 years of experience in the areas of programming, training, and/or evaluation in an international development context. This should include: Trainer of adults (two year minimum) and background in experiential learning and instruction in large, diverse group settings. Living and working in at least one of the countries of the Inter-America and Pacific Region (minimum 2 years). Experience supporting volunteers including counseling skills and interpersonal skills with emphasis on group dynamics. Experience working cross-cultural teams. Participatory development techniques (people centered development approaches) Managerial background and a proven ability to provide honest and constructive feedback to a variety of audiences. Fluency in Spanish and English, both oral and written. Application Requirements: 1. Ability to build coalitions and communication networks. 4. Ability to train and/or mentor programming and/or training staff who are responsible for planning and administering trainings. 5. Verbal communication skills 6. Skill in training management, design, and evaluation. 7. Skill in managing and building teams in a multi-cultural overseas environment. 8. Ability to design, manage, and evaluate programs in sectors such as agriculture, community economic development, education, environment, health, and/or youth development.
