- Limited Source Justification IAW FAR 8.405-6 The Transportation Security Administration (TSA), Office of Human Capital (OHC), Organizational Assessment Services (OAS), and the Office of Acquisition awarded a hybrid firm fixed price/ time and materials delivery order to Personnel Decisions Research Institutes, Inc. (PDRI) on December 18, 2012. This award is a logical follow-on, to allow time to appropriately transition the Employee Assessment Management System (EAMS) functionalities from PDRI's solution to the DHS Enterprise solution. The current expiration date for the Period of Performance is December 24, 2012. The extension period will consist of one 12-month base period and four 6-month option periods. This action is in accordance with FAR 8.405-6(b)(2) Logical Follow-On. The Department of Homeland Security is currently soliciting vendors to support an agency-wide Enterprise Talent Management System (ETM), which is anticipated to become mandatory for all components to use for learning and performance management functionality. Additionally, this system will provide test management functionality equivalent to what is currently provided to TSA by EAMS. This contract is anticipated to be awarded and ready for TSA to begin work in the fall of 2013. At that time, OHC will be able to begin transitioning functionality to the new system. Thus, the OHC is requesting a 1-year extension with four 6-month options to the current contract to allow for one year to complete the acquisition process, and if needed two additional years to fully transition to the new system. In the event the transition occurs ahead of schedule, the option periods will not be utilized.
