Description
This is a presolicitation notice for a Government requirement to convert from 1 to 6 Minuteman III MK 12A Mod 3 configured re-entry vehicles to the Mod 5F configuration. This requirement only has two responsible sources: Textron and Lockheed Martin. The Government intends to award to one of these two responsible sources. Statutory authority is 10 USC 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or service will satisfy agency requirements. The proposed contract action is for the responsible source to cut two new antenna windows in the Mod 3 midsection, fabricate new antenna assemblies ( housings, S and C band iris, fused quartz window, and antennae), procure and install Radio Frequency (RF) cables, power splitters and show that the newly configured Mod 5F midsection meets RF requirements. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate they have demonstrated: (1) the ability to machine the MK12A RV midsection (2) the equipment in place to machine the midsection and the fused quartz windows (3) the ability and equipment in place to manufacture the antenna housing (4) that they have trained employees with satisfactory qualifications and backgrounds which includes the ability to properly handle, manufacture, and machine Mod 5F components. Additionally, they must verify compliance with MK12A RV specifications. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. The Statement of Objectives is available to authorized DoD contractors upon request.
