Description
Cone Calorimeter and Pyrolysis Combustion Flow Calorimeter (PCFC)Test Services Request For Information The following market research was conducted in accordance with FAR Part 10, Market Research. Description of the Government's needs The Natick Soldier Research, Development and Engineering Center (NSRDEC), and more specifically Warfighter Directorate, has an acquisition requirement for flammability testing using a Cone Calorimeter and a Pyrolysis Combustion Flow Calorimeter (PCFC). (1)The contractor shall conduct triplicate testing of each of the 65 textile samples using a cone colorimeter, according to standard procedures ASTM E1354, at 85 KW/m2 heat flux, with an exhaust flow of 24 L/s. Samples are to be mounted according to ASTM E1740, modified for textile material. Video recording during cone testing is required during cone testing. Samples are held down flat with a grid during combustion testing for high accuracy. Measurements shall include peak heat release rate, time of ignition, and rate of mass loss. (2)The contractor shall conduct triplicate testing of each of the 65 textile samples using a Pyrolysis Combustion Flow Calorimeter (PCFC), according to standard procedures ASTM D7309, method A. Data shall include peak heat release values, temperature for HRR release events, total Heat Release, char yields, and photos of residual chars. (3)A detailed written report with full analysis of the textile data from both cone calorimeter and Pyrolysis Combustion Flow Calorimeter shall be included at the end of the test. Testing report and data shall be sent electronically if possible and recorded on a CD-ROM to be mailed to the project leader at the end of the test service. Video recording of the cone tests of the textile samples shall be labeled properly and sent to the same address on a CD or DVD. (4)Interested vendors are required to have at least 10 years of general experience with thermal and flame testing technologies, theories, and applications, and at least 5 years of Cone and PCFC testing of textile materials. (5)Interested vendors shall provide references and POC for past performances for both cone testing and PCFC testing. This request for information should be considered an open call for providing the government information regarding the Cone Calorimeter and Micro Combustion Calorimeter Test Services needs. This RFI (request for information) is solely for information purposes and does not constitute a solicitation or the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI are not offers and cannot be accepted by the government to form binding contract. Any information submitted will not be returned, and no payment will be made by the government for such information.
