- Draft PWS Attachment B - Draft Key Personnel Draft PWS Attachment A - Draft Course Outline Draft Performance Work Statement (PWS) Solicitation Number: FA7037-13-R-0004 This is a Sources Sought Synopsis, for market research purposes only, and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The Air Force Intelligence, Surveillance, and Reconnaissance Agency (AFISRA) is seeking possible sources to develop, administer, instruct, evaluate and maintain the Foreign Civil Aviation Analysis course (FCAAC). The contractor shall follow and comply with the Instructional System Design (ISD) principles and processes for developing education and training programs in the United States Air Force (USAF) for the design, development, instruction and maintenance of this training. The course will involve in resident teaching and registering students, as outlined in Attachment 1, DRAFT Performance Work Statement (PWS) under NAICS 611430. Comments on this NAICS and suggestions for alternatives must include supporting rationale. This acquisition will also require contractor personnel have a final Top Secret Security clearance and be Director of Central Intelligence Directive (DCID) 6/4 eligible with a current Single Scope Background Investigation (SSBI). The period of performance will be for a one-year base, with two one-year options. Possible tasks are outlined in PWS Attachment A and Key Personnel are listed in Attachment B. The Government is looking for relevant experience of similar size and scope. Interested parties are requested to submit the following. I. Contractor's Information (limit 1 page) a. Contractor's name, address, web address, Cage code b. Point of Contact (POC): Name, phone number, email address c. If you require different terms and conditions than those normally used by the Government, what are they? II. Arrangement and Subcontracting Goals (limit 1 page) a. Will you be the prime or part of a joint venture or teaming arrangement? b. Please list the percentages of expected small business goals you can support. If you are a small business, show percentage of work you can accomplish. Please state if it is as a prime or sub: ___% Small Business ___% SDB ___% WOSB ___% HubZone ___% SDVOSB c. Do you have a subcontracting plan if you are a large business? Is it a commercial subcontracting plan? Have you met your subcontracting goals III. Statement of Capability (limit 3 pages) This section should include the following: a. Explain your experience in course development as related to the PWS. Include previous contract number. b. Explain your experience to ADDIE elements. Include previous contract number. c. Do you have a Sensitive Compartmented Information Facility (SCIF) that meets requirements of the Performance Work Statement (PWS)? d. Does the PWS give a clear understanding of the magnitude of the work so that you know how many people you will need for this requirement? If yes, do you have the number of personnel needed with clearances to begin work on award date? If no, explain what information is needed in Section IV Comments. IV. Comments (limit 3 pages) Please list any contraints in the PWS that will prevent you from proposing or cause difficulty in performing this requirement; i.e. resources, scheduling, compliace. Provide any additional comments, discrepancies, inconsistencies, ambuguities, recommended revisions, etc related to the PWS and Attachment A. The Government does not intend to award a contract on the basis of this notice and will not reimburse the costs incurred by interested companies in providing the information requested herein. Companies expressing an interest in this work are encouraged to submit a statement of capabilities as detailed above. Telephone inquiries regarding this notice will not be entertained. Only written capability statements will be accepted.
