- Description
- (i) This is a combined synopsis/solicitation for services, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number 2113403Y6173J01002 applies, and is issued as a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61 (September 2012). (iv) This procurement is set aside for small business. The North American Industry Classification System (NAICS) code is 336611 and the business size standard is 1,000 employees for the requirement. U.S. Coast Guard Surface Forces Logistics Center intends to award a Firm Fixed Price Contract. Underwater hull cleaning will be needed on the CGC Spencer. The Contractor shall suppy all labor, equipment, and materials to provide this service. Work shall start on or about January 22nd 2013. POWER WASHING SERVICES Power washing services needed for cleaning the underwater hull of the CGC Spencer 270 foot vessel. The area that is to be cleaned is estimated at 12,566 sf. The Contractor shall provide labor, equipment, and materials to provide this service. The ship will be located on the ship lift. The pressure washing must start within four hours of vessel being dry docked and shall be completed within a twenty four hour period. The Contractor must have employees that are certified to operate manlifts. The Government will provide manlifts for accessibility and water supply only. The following task must be met. 1. Set containment to capture any water and debris generated from washing and cleaning processes. 2. Low pressure wash U/W Hull and appendages with pressure washer producing 3,000 psi and no greater than 5,000 psi of water pressure to achieve Condition A cleanliness. Wash areas until leaching layer is removed down to the antifouling coating. 3. Scrape barnacales and marine growth that pressure washer cannot remove. 4. Maintain containment area to prevent water and debris from reaching the creek, trough or drains. 5. Pump, dispose or recycle the water and debris at contractor's expense. 6. Clean containment area as a ongoing process and perform a final clean that will require a final inspection from Coast Guard Inspector. 7. Contractor's water hose connections must be compatible with government's connections. 1 JOB @ ___________________________ All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. Concerns that respond to this notice must fully demonstrate their capabilities to supply these services by submitting: (1) Verification that they can provide this service (2) Verification that they can obtain the required equipment to perform these tasks. (3) List of qualified personnel who will operate machinery or handle chemicals on the Coast Guard Cutter SPENCER at the U.S. Coast Guard, YARD in Baltimore, MD. All potential sources desiring to furnish this requirement are required to submit the following information within 3 working days of this announcement for evaluation purpose. The submission of this data for review will not impede the award of this solicitation. The government does not intend to pay for any information solicited. (i) Place of Administration: USCG Surface Forces Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226. (ii) The following FAR clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at http://www.arnet.gov/far. FAR 52.212-1 Instructions to Offerors-Commercial Items (June 2008). 1. Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: a) company's complete mailing and remittance addresses, b) discounts for prompt payment if applicable c) cage code, d) Dun & Bradstreet number, e) Taxpayer ID number. f) Offerors shall submit no more than three relevant past performance history including: contract number, point of contact and the contact information. g)Offerors shall agree to the deliver condition that the vendor shall start the performance within 48 hours of notification by the government. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. If any offeror is registered in ORCA, verification by the applicable vendor is needed to evidence that the record is current and valid. (iii) 52.212-2 Evaluation-Commercial Items (Jan 1999). - The evaluation and award procedures in FAR 13.106 - 2 apply. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government price and other factors considered. The following factors shall be used to evaluate offeres: TECHNICAL EVALUATION FACTORS 1. OFFEROR SHALL HAVE ALL NECESSARY EQUIPMENT AND CHEMICALS NEEDED TO PERFORM THIS SERVICE. 2. OFFEROR SHALL PROVIDE A LIST OF QUALIFIED PERSONNEL WHO WILL OPERATE MACHINERY OR HANDLE CHEMICALS BY SUBMITTING DOCUMENTATION OF APPLICABLE EXPERIENCE AND TRAINING OBTAINED WITHIN THE LAST 12 MONTHS. 3. OFFEROR SHALL BE AVAILABLE FOR SERVICES ON 07/25/2012. The Government will award to lowest price technically acceptable based on the above Technical Evaluation. This Solicitation will be awarded on all or none basis. (iv) FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2012) with Alt 1 included are to be submitted with your offers. (v) FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Nov 2012) applies to this acquisition.
