Description
Driving Simulator Statement of Work (SOW) The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is issuing this sources sought notice to locate business concerns interested in producing a driving simulator system for the design and presentation of virtual scenarios that evaluate driving behaviour and performance at highway-rail grade intersections. All interested parties shall submit capability packages in response to this notice. Capability packages shall include a description of previously performed efforts similar to work outlined in the attached DRAFT Statement of Work (SOW). Information shall include: Contract number; Customer (Government agency or private industry); Contracting Officer's Representative (COR) name (or private industry point of contact), telephone number; contract value, type of contract, and period of performance. The Government estimates a 6-month period of performance for this requirement up through and including Government acceptance. Capability packages shall include the following to be considered: 1. A statement indicating whether or not the potential offeror has a Defense Contract Audit Agency (DCAA)-approved accounting system as the Government is contemplating a cost-plus-fixed-fee contract type; 2. Comments related to the SOW and provide questions regarding areas of the SOW that require clarification; and 3. A Rough Order of Magnitude (ROM), in a dollar amount, to deliver a driving simulator described in the attached DRAFT SOW, inclusive of demonstration, acceptance and training, but exclusive of SOW Section 8, Technical Support and Software Maintenance. Request a second ROM, in a dollar amount, to provide just the services outlined in Section 8, Technical Support and Software Maintenance, for one year. Associated assumptions related to the ROM are welcomed. All ROM information is meant for planning purposes only and as a method to improve the SOW. It is not a commitment by the vendor or the Government, nor does it serve to bind the Government in any way. Information provided shall be of sufficient detail for the Government to assess the capability of interested parties to provide the driving simulator described herein. The Government requests that interested offerors submit an electronic response of not more than five (5) one-sided pages, 8.5" x 11" paper, 12 pitch, Times New Roman font, with a minimum of one (1) inch margins all around, doubled spaced in either Word or PDF ( information submitted in response to items 1, 2 & 3 are not included in page count ). Each response must reference the sources sought title. All Offerors must state whether they are a large or small business. The North American Industry Classification System (NAICS) code for this acquisition is 333318 with a small business size standard of 1,000. Interested small businesses shall indicate whether they are certified 8(a), Hubzone, veteran-owned, service disabled veteran owned, disadvantaged or woman owned. Offerors are requested to provide their DUNS and SAM registration. Interested parties must respond to this announcement electronically (via email) no later than Thursday, January 17, 2013 at 2:00 PM Eastern Time. Any charts and/or brochures will be included as part of the five (5) pages. Responsible sources having relevant experience may submit their statement of interest and capabilities, including business size classification, via e-mail to Jeanne.Rossetsky@dot.gov. Telephone requests will not be honored. Responses received after the deadline may not be reviewed. All data received in response to this announcement marked or designated as corporate or proprietary information will be protected from release outside the Government in accordance with the Freedom of Information Act and Privacy Act provisions. Availability of any formal solicitation will be announced separately. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for informational and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal including the use of any non-profit organization or small business programs. Any information submitted is strictly voluntary. The Government is not bound by any information received from potential sources as a result of response to this Special Notice, and will not pay for any information submitted in response to this request. This notice is for planning purposes only, and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP). The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. Unless otherwise stated herein, no solicitation regarding this announcement is available. Requests for the same will be disregarded. If a solicitation is released, it will be synopsized on Federal Business Opportunities website at www.fbo.gov. Please be aware that all information submitted in response to this request, whether written, oral, electronic, graphic, or any other medium, is considered public information under the Freedom of Information Act, 5 U.S.C. 552. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. Issuance of this notice does not restrict the Government as to the ultimate acquisition approach.
