- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Institute on Aging (NIA), intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Dr. Mark Talan, M.D., 4 Crystal Field Court, Baltimore, MD, 21209, for translational cardiovascular research at the Laboratory of Cardiovascular Science (LCS). The Laboratory of Cardiovascular Science (LCS) conducts basic research on a broad spectrum of cardiovascular and aging questions ranging from subcellular molecules through human genomics and translational research. The period of performance is twelve months with one twelve-month option period. In accordance with NIA's requirements over the proposed two-year period of performance, Dr. Talan will provide the following services at the Laboratory of Cardiovascular Science (LCS) in Baltimore, Maryland: •Experimental data revision •Data interpretation •Intramural Research Program (IRP) training •Data presentation •Manuscripts presentation •Experimental planning Dr. Talan possesses the required broad integrative knowledge of the translational cardiovascular scientific field to perform these tasks as evidenced by his extensive list of publications. Over the last two decades, Dr. Talan's comprehensive training has resulted in high quality research which has capitalized on a number of animal models of cardiovascular diseases and conducted highly effective, sophisticated, invasive and non-invasive procedures to assess the progression of cardiovascular pathology in these models. Dr. Talan's intimate knowledge of the requisite techniques is in accord with the underlying rational behind NIA's ongoing translational cardiovascular research. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
