- SYNOPSIS: SOURCES SOUGHT NO. W91247-13-R-0007 PROJECT TITLE: Contract for web based Redistribution and Asset Visibility Tool, also known as, Reserve End Item Management System (REIMS)/ Force and Asset Search Tool (FAAST), U.S. Army Reserves Command (USARC) The USARC has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposals; and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business Administration (SBA) certified: 8(a), Small Disadvantaged Business, Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman-Owned Small Business (WOSB) firms relative to the North American Industry Classification Code (NAICS) 518210 (Data Processing, Hosting, and Related Services). The Small Business Size Standard is $25 million. The Government will use responses to this sources sought synopsis to make an appropriate acquisition decision about soliciting this project as either a competitive Set-Aside or full and open competition as Unrestricted; or to proceed with this project as a negotiated sole source procurement. Award of a single contract consisting of a base year and two option years is anticipated. The incumbent contractor is Xotech L.L.C., Tyrone GA. The current order number is W911SE-08-F-0207, awarded under GSA. PROJECT INFORMATION: The scope of work involves providing the USARC a web based means to interface and manage the excess for the Standard Army Management Information System (STAMIS) system in order to provide a management capability for the command and staff. The units use these STAMIS on a daily basis to provide information that feeds the army database upon which decisions about unit value, modernization, and relevance are based. The dwindling availability of resources has dramatically increased the need for data from many sources, databases, multiple organizations and information sources enabling the USARC to manage their supplies and financial process effectively. These types of data are not currently available in any one standard system. Once of the many missions of the USARC G4 Distribution Management Center (DMC) is to manage Class VII end items throughout the command, and ensure that excess items are cross-leveled/laterally transferred across the command. In order to accomplish these objectives, there are many associated functions, to include: (1) Requisition Validation (REQ-VAL); (2) Asset Visibility (AV); (3) Unit Status Reporting 9USR); (4) Lateral Transfer Directives; (5) Automated Management Reports; (6) Availability Balance File/Authorization Balance File (ABF) visibility; (7) multiple STAMIS interfaces; (8) Multiple Catalog and Authorization files; and (9) controlled access to the Relational Database via Internet. The contractor shall maintain and enhance the process for USARC staff to manage Class VII end files including the required support matrix and/or any other automated programs. The contractor shall provide near quote mark Real Time: Asset Visibility quote mark that can be used from anywhere an Internet Connection is available. Provide the capability to filter and view data by designated Task Force and/or specific operation, and capable of supporting Joint Operations. AV of forward and rear assets, to include Theater Positioned Equipment (TPE) is required. The contractor shall ensure the REIMS/FAAST database is updated with current LOGTAADS and PBUSE data files on a daily basis, which is obtained from LOGSA. Utilizing/analyzing REIMS/FAAST data, the contractor will update the necessary parameters, recommend solutions, and be able to explain/train USARC personnel (managers) on the logistical relationships between Unit Identification Codes (UICs), DODAAC's, Authorizations, Property Book data, and Force Configuration. The contractor shall develop unique queries for REIMS/FAAST data mining, and possess the ability to filter the specific database elements to provide accurate and timely reports. The contractor must not only query the REIMS/FAAST Data, but interpret this information in great detail as in the case of true excess equipment being identified from LBE and TPE (Forward and Rear). OBJECTIVES The Contractor shall provide REIMS/FAAST system administration support, automation technical support, functional/technical training support, and functional/technical customer assistance. SCOPE The scope of this task is for the contractor to provide all necessary technology services and material to successfully meet all identified objectives. The end result should be an operational, error free, financial and logistical web based interface program. This program includes resource management related systems, specifically an interface to SARSS that provides logistics cost data information, and building web based services to meet the design requirements of the command's network. Subsequent tasks are anticipated providing additional tools and enhancements as part of this resource management system. THE FOLLOWING INFORMATION IS REQUIRED: 1. If so, please describe briefly to include identifying how you invoice those commercial firms for the application and the service. d.Identify if your firm has a Commercially Available Off-The-Shelf (COTS) application/tool, if the COTS needs to be modified, or if would have to develop an application/tool to meet the identified requirements. If development or COTS modification required, please provide a rough order of magnitude (ROM) of the cost to meet the stated requirements. e.Indicate whether your firm intends to submit a proposal for this requirement.
