- Maintenance Repairs for CNG Pumping Station SOURCES SOUGHT The following proposed contract action is for a stand-alone single construction contract award with the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Solicitation # SB1341-13-RP-0023 Solicitation Title: Maintenance Repairs for CNG Pumping Station NAICS Code: 424710 NIST (National Institute of Standards and Technology) is seeking a capable construction firm to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. Interested, capable construction service contractor (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: a)The vendor shall provide a concise, detailed, and thorough description of its approach to fulfilling the requirements of this agreement that demonstrates its understanding of the requirements. The vendor shall describe its proposed methods and techniques. •The vendor shall ensure the CNG pumping station, located at the NIST motor pool, is well maintained to ensure proper operation when in use. To accomplish this task the vendor will conduct an initial inspection of the station and correct any deficiencies noted. After the initial inspection the vendor will inspect the station at regular intervals and conduct routine maintenance to ensure the operation success of the station. b)Key Personnel: The vendor shall provide the resumes of its proposed Key Personnel. Each resume shall not exceed three (3) pages. Each resume shall demonstrate the proposed Key Personnel's ability to perform the role for which they are being proposed and include the following information: •Full name •Education •Chronological work experience •Narrative describing relevance of work experience to current requirement •Certification by the individual that the information in the resume is true and correct •Letter of intent if key personnel is not currently in the employ of the vendor, but will accept such work should the vendor be awarded a project of this nature c)Past Performance: The vendor shall provide at least three references performed within the last three years of contracts or task orders of relevant work of a similar type and scope as the current requirement with federal, state or local governments and/or commercial customers. If the vendor has no relevant past performance it should include a statement to that effect in its proposal. The government reserves the right to consider past performance data obtained from sources other than those provided by the vendor in its proposal. The description of each reference described in this section shall not exceed a half page. For each of the above listed contracts/task orders, the vendor shall provide the following information: •Contract or task order number •Dollar value •Period of performance •Narrative describing the requirement and its relevance to the current requirement •Vendor's role and percentage of work completed in vendor's role •Name of contracting officer or point of contact and phone number The vendor shall include past performance information regarding any problems encountered on the contracts or task orders described above and corrective actions taken to resolve those problems. d)Evaluation Criteria: Evaluations will be conducted in accordance with this RFP and FAR Part 8.4. NIST will evaluate quotations using the following factors, which are listed in descending order of importance: Understanding of the requirements; demonstrated ability to provide the required services, and the risks associated with the vendor's technical approach; if any. e)Key Personnel: NIST will evaluate the extent to which the resumes submitted for the vendor's proposed Key Personnel demonstrate they have appropriate education, qualifications, and experience to efficiently and effectively manage and perform the requirements and ensure the technical quality of deliverables f)Past Performance: NIST will evaluate the vendor's past performance information to determine its relevance to the current requirements and the extent to which it demonstrates that the vendor has successfully completed relevant contracts in the past three years. In assessing the vendor's past performance, NIST will evaluate the quality, timeliness, and ability to control cost and schedule of the past work. NIST will assign a neutral rating to vendors with no relevant past performance in the past three years. g)Relative Weight of Criteria: All evaluation factors other than price, when combined, are approximately equal in importance to price. Technical Approach, Key Personnel, and Past Performance are all of equal importance. The relative importance of price will decrease with the degree of evaluated equality of the non-price factors. NOTE: The total number of pages to reply to this source sought shall not exceed 5 pages and shall be mailed to the Contract Specialist below. No emailed or faxed capabilities statements will be accepted. NOTE: All vendors need to be registered in CCR for contract award. www.sam.gov Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a multiple award IDIQ contract.
