- Description: The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Painting the Gate Chamber Equipment, Colebrook Lake Dam, Colebrook, Connecticut. This announcement is to determine the interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned Small Business and Small Business concerns as described below. The NAICS code for this procurement is 238320. The project is planned to be issued on or about February 2013 and is expected to take about six months. The estimated construction cost is between $100,000 and $500,000.00. This project consists of painting the equipment contained within the gate chamber at the Colebrook River Dam to include six gate stems, three air exchange tubes, one spiral staircase and two sump pumps. The existing paint coatings on these items have partially failed. There are areas where the paint is peeling, blistering and rusted. The Contractor shall remove the failed paint areas by abrasive blasting but leave the intact paint areas in place. Existing paint is lead-based, the Contractor shall employ worker safety precautions. The gate chamber is considered a permit-required confined space due to one exit/egress point. The gate chamber is accessible only through by taking an elevator down into the tower, and then descending through the chamber using a spiral staircase. The gate chamber is at the base of the service tower of the dam and is subject to high humidity levels and no air flow. This will necessitate the Contractor installing an air exchange system in addition to the supplied air systems utilized by the workers. The only source of outside air is the doorway at the top of the service tower, approximately 200' feet above the chamber. The chamber is approximately 30' x 24' x 33' high, and does contain a roof hatch and Gantry crane that the Contractor may use. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Firms must submit past demonstrated experience with abrasive blasting of lead-containing paints, applying paints in confined spaces and experience with designing and installing air exchange systems. Subcontractors may be used to demonstrate this past experience. This experience must have been performed within the last five years. Responses are due by December 19, 2012. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Kimberly B. Pumyea. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
