Description

The Department of Veterans Affairs (VA), Louis A. Johnson Veterans Affairs Medical Center (VAMC) Clarksburg, WV intends to issue a Request for Proposal (RFP) to award a single, firm fixed price contract for Construction Services. This project consists of the contractor providing all labor, materials, equipment, permits, transportation and supervision necessary for the construction services for Project Number 540-12-104 "Boiler # 3 Burner Replacement" at the VA Medical Center in Clarksburg, WV 26301 in accordance with the solicitation documents, specifications and drawings. It is the intention of the VA to acquire construction period services for the Boiler # 3 Burner Replacement to include general construction, alterations, mechanical and electrical work along with the necessary removal of existing structures at the Clarksburg VA Medical Center as required by the drawings and specifications. All finished construction must meet all VA specifications and design guide requirements. The contractor shall be responsible for the verification of existing site conditions that may affect all work. Contractor personnel must have three years minimum experience with industrial and institutional boiler plant controls and instruments similar to those being furnished for this project. Contractor shall obtain within 60 days of notice of award a current WV Contractor's License as required by the State of West Virginia. Performance period is 180 calendar days from receipt of the Notice to Proceed. The solicitation will be available approximately fifteen (15) calendar days from the date of publication of this announcement. The solicitation, specifications, drawings, and attachments will be available at http://www.fedbizopps.gov. Amendments to the solicitation will also be posted on this website. All respondents must be registered in SAM data base, see https://www.sam.gov to include the completion of Representations and Certifications and registering with Vets 100 at http://vets.dol.gov/vets100 /. Bidders must be registered in vetbiz at http://vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19 and 36 and be evaluated in accordance with the procedures therein. This project is being solicited as a TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Classification System (NAICS) Code for this procurement is 238220, with a small business size standard of $14 million annual receipts for the past three (3) years. The cost range is between $1,000,000.00 and $2,000,000.00. The solicitation package, amendments, and site visit minutes will be issued by way of FedBizOpps website only. Solicitation Issue Date will be on or about January 2, 2013. A pre-bid conference/site visit will be conducted for this solicitation on January 14, 2013 at 11:00 a.m. It is requested that participating contractors meet at the Contracting Conference Room not earlier than ten minutes prior to the scheduled start time, at 513 Rosebud Plaza, Clarksburg, WV 26301. All questions regarding this solicitation must be submitted in writing by email to Rebecca.besten@va.gov. All questions pertaining to this solicitation must be received in writing no later than 2:00 p.m. on January 22, 2013, no telephone request will be honored. Based on tentative solicitation release date, proposal must be received and acknowledged by a member of the Contracting Department, located at 513 Rosebud Plaza, Clarksburg, WV 26301 no later than 4:00 p.m. on February 1, 2013. All responses to questions will be posted to the web site. A firm fixed price contract will be awarded as a result of this solicitation based on the availability of funds. It is the responsibility of the contractor to frequently check the web site for all notices, amendments, etc regarding this solicitation. The government will not be responsible for any notifications not sent or received by contractors regarding this solicitation.
