Description
This is NOT A SOLICITATION ANNOUNCEMENT. This is a SOURCES SOUGHT NOTICE to determine the availability and capability of 8(a)-certified firms for the coordinating of large and complex moves involving the relocation of specialized equipment and laboratory research animals under NAICS 484210.This information is being sought for information and planning purposes only and shall not be construed as an Invitation for Bids, a Request for Proposals, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this Sources Sought Notice. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this Sources Sought Notice. If in the future an official solicitation is released, there is no guarantee that sources responding to this Sources Sought Notice will be included on the source list. **NO QUESTIONS WILL BE ENTERTAINED. NO TELEPHONE REQUESTS FOR ADDITIONAL INFORMATION WILL BE HONORED.** The Food and Drug Administration (FDA) requires move and labor-related services for all of its buildings in the Washington Metropolitan Area. The area of consideration for this contemplated requirement applies to all FDA sites located in the District of Columbia, Montgomery and Prince George's Counties in Maryland. FDA's goal is to consolidate approximately 39 Federal Government leased buildings to the FDA White Oak Campus. It is anticipated that each year the population of the Campus will increase by as little as 10 to over 2,600 in one move action until the Campus is completed. The 130-acre Campus will consist of new laboratories, office buildings and support facilities. FDA currently has five buildings in various stages of construction and approximately 6,500 employees on site. After the project is completed, there will be approximately 9,000 employees on site. ONLY 8(a)-CERTIFIED FIRMS NEED TO RESPOND TO THIS SOURCES SOUGHT NOTICE. A response to this Notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS), DUNS Number and must address the following: 1. Demonstrate experience with and capability to provide all necessary services, including but not limited to: labor, personnel, equipment, tools, expendables, vehicles, supervision, and packing supplies to perform the safe and complete relocation of Government facilities. 2. Demonstrate experience with and capability to plan, organize, and execute large/complex moves including, but not limited to: (1) packing, taking inventory, handling, relocating, and unpacking property; (2) disassembling, reassembling and leveling furniture; (3) providing a variety of moving materials and supplies; and (4) providing moving vehicles and equipment. For the purpose of this Sources Sought Notice, a large/complex move is defined as the complete movement of facilities (offices and laboratories) involving the relocation of a minimum of 1200 people, sensitive scientific/laboratory equipment, and laboratory research animals. 3. Demonstrate experience with and capability to manage Loading Docks at multiple locations. Loading Dock operations may entail, but are not limited to: (1) managing incoming and outgoing traffic on the loading dock in an orderly, safe and efficient manner; (2) receiving, securing, delivering, and arranging pickup of supplies, parcels and equipment entering the site utilizing the loading docks; and (3) assisting with or making deliveries from the dock to site destinations via tunnels using electric conveyances (i.e., pallet jacks, electric utility cart, golf carts) that the Contractor owns, furnishes, and maintains. 4. Demonstrate experience with and/or capability to provide for the movement of scientific/laboratory equipment. The Contractor shall demonstrate that it can: (1) properly prepare scientific/laboratory equipment for relocation (disconnect/reconnect/recalibration) in order to ensure that all warranties and maintenance contracts remain valid; (2) supply required equipment for moves such as padded equipment carts; and (3) provide other moving supplies to provide additional protection for the equipment including: special containers, air cushions, vacuum cases, shrink-wrap, foam, blankets, etc.). If the Contractor does not provide this service directly, the Contractor may demonstrate the ability to secure a subcontractor that specializes in the movement of scientific/laboratory equipment to perform these services or to supply the specialized moving supplies and equipment. Evidence of a teaming arrangement or similar relationship with a third-party Contractor/Vendor shall be included with the response to this Notice (e.g., Information regarding a Teaming Agreement, Letter of Commitment to Team, etc.) 5. Demonstrate experience with and/or capability to provide for the movement of laboratory research animals. The Contractor shall demonstrate that it can: (1) supply appropriate specialty move containers and ensure the containers will not induce a stressful environment for the animals during the time they are housed in the containers; (2) supply properly outfitted and conditioned transport vehicles for the relocation and transport of the animals in the specialty move containers; (3) deliver the animals in the same physical condition they were in at the beginning of the relocation process; (4) utilize various methods to ensure the various animals are not cross contaminated; and (5) assure that all transportation procedures and conditions are in accordance with applicable animal welfare laws and guidance (e.g., AWA, PHS policy, and Guide for care and use of animals). If the Contractor does not provide this service directly, the Contractor may demonstrate the ability to secure a subcontractor that specializes in the movement of laboratory research animals to perform these services or to supply the specialized moving supplies and equipment. Evidence of a teaming arrangement or similar relationship with a third-party Contractor/Vendor shall be included with the response to this Notice (e.g., Information regarding a Teaming Agreement, Letter of Commitment to Team, etc.) 6. Provide a list of a minimum of three (3) and a maximum of five (5) relevant contracts (current or completed within the past three (3) years). For each listed contract, provide the following information: a. Name of contract or project b. Contract Number c. Role (Prime or Subcontractor) d. Sponsoring Organization or Company e. Contract type f. Period of Performance g. Total Contract Value h. Project description, scope of work preformed, services, or products delivered Responses are requested by January 14, 2013 and limited to a maximum of ten (10) pages (font size 10 or larger). A copy of the company capability statement will also be accepted. The anticipated period of performance is one year with four one year option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published on the Federal Business Opportunities Web site at https://www.fbo.gov/. Contractors must be registered in the System for Award Management (SAM), accessed via the Internet at https://www.sam.gov/portal/public/SAM/. All information provided will become property of the Food and Drug Administration (FDA) and will not be returned.
