AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 0010259425 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-63. The associated North American Industrial Classification System (NAICS) code for this procurement is 337211 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-01-14 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The MICC Fort Lee requires the following items, Purchase Description Determined by Line Item, to the following: LI 001, Library Shelving and all necessary components and additions - see attached specs for additional details., 1, JOB; LI 002, Lounge area - see attached specs for additional details; paragraphs 6 and 7 of Section II., 1, JOB; LI 003, Reading Tables - see attached specs for additional details; paragraph 5 of Section II., 1, JOB; LI 004, Wooden Display Cases - see attached specs for additional details; paragraph 8 of Section II., 1, JOB; LI 005, Etching/Burning/Engraving of school crest into shelving end panels, reading table panel legs and side panels of display cases., 1, JOB; LI 006, Installation/Set-up/Debris Removal, 1, JOB; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Lee intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Lee is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. EFFECTIVE JAN 2005, all offerors are required to use ?Online Representations and Certifications Application (ORCA) to respond to federal solicitations. You must be active in the Central Contractor Registration (www.ccr.gov) and have a Marketing Partner Identification Number (MPIN), to register in ORCA. New furniture ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Contractor is required to deliver, install and remove contractor debris. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. No partial shipments are permitted unless specifically authorized at the time of award. Delivery must be made within 6-8 weeks or less after receipt of order (ARO). The offeror must provide within its offer the number of days/weeks required to make delivery after it receives a purchase order from the buyer. This solicitation requires an active registration with the System for Award Management (SAM, formerly CCR and ORCA, prior to award pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports; FAR 52.204-99 System for Award Management Registration (DEVIATION); FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.233-3 Protest After Award; 52.233-4 Applicable Law for Breach of Contract; FAR 52.317-1 Site Visit; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.204-10, 52.209-6, 52.209-10, 52.219-6, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-3, 52.225-13. An award will be made to a responsive offeror who submits all required submissions on time, whose past performance does not pose a risk to the Government and submits a technically acceptable quote at the lowest price. Quotes shall include diagrams, drawings, item specs and pictures of furniture. An offer is technically acceptable if its technical capabilities conform to the Government's specifications, which include the required submissions. Contract financing is NOT provided for this acquisition. No advance payments will be made. In accordance with DFARS 252.232-7003, all invoices shall be submitted through Wide Area Work Flow (WAWF). To register and submit invoice go to https://wawf.eb.mil/. The MICC and TJAGLCS will be conducting a site visit on Tuesday, December 18, 2012 starting at 10 am. Contractors are urged and expected to inspect the site; as stated in FAR provision 52.237-1. Contractors shall meet at the following location no later than 10 am.
