- This procurement is a total small business set aside. The National Institute on Drug Abuse (NIDA) intends to solicit proposals from qualified small businesses (NAICS Code 541712) having the ability to provide services for the management, oversight and logistical support of the International Program. The National Institute on Drug Abuse (NIDA) International Program fosters international cooperative research and the exchange of scientific information by substance abuse researchers around the globe. NIDA's international objectives include: (1) promoting international research activities; (2) supporting research training and exchange opportunities globally; (3) communicating and disseminating science-based information on substance abuse, and; (4) supporting international research collaboration. There are three specific components within the program including: administering fellowships and exchange programs; providing technical expertise services and a process of orienting and providing services to international visitors who wish to learn more of NIDA's research and facilitating regional, binational and international workshops and symposia, and promoting technical and scientific information dissemination and exchange through targeted messages and special dissemination processes. Because the objective of this contract is to assist the NIDA with technical consultation, capacity building, program development and research information dissemination, it is important that the successful contractor have requisite skills and knowledge. First, the contractor must provide a significant level of professional experience with international research program development, preferably in addiction research or a related area of health research. Second, the contractor must have strong logistical support capabilities. Third the contractor must have significant knowledge of and experience with promotional and marketing activities. We anticipate the award of one (1), severable services, level of effort, cost type contract for a base period of one year and four option years. Options for additional quantities are anticipated as well. RFP No. N01DA-13-1151 will be available electronically on or about January 18, 2013. All information required for the submission of a proposal will be contained in or accessible through the RFP package. Response to the RFP will be due on or about March 4, 2013. NIDA will consider proposals submitted by any responsible offeror. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. This advertisement does not commit the Government to award a contract.
