Description
Pre-Solicitation Notice This Procurement is Set-Aside for Service Disabled Veteran Owned Small Businesses. The General Services Administration (GSA) announces the opportunity to solicit for Fire Sprinkler System Construction Contractors who specialize in Fire Sprinkler installation, to install fire sprinklers at the IRS Service Center in Memphis TN. We are soliciting qualified SDVOSB businesses that have extensive experience installing industrial type fire sprinkler projects. The area where the new sprinklers are to be installed is located in Pods J & K of the IRS Service Center which are approximately 83k (sf) respectively. The estimated dollar amount of the project is between $1,000,000.00 and $2,500,000.00. Construction completion time is 365 calendar days from NTP. Award will be based on Lowest Price, Technically Acceptable (LPTA) In accordance with FAR 15.101-2 •1) Technically Acceptable- Offeror must demonstrate successful experience as a Fire Sprinkler System Contractor with specific experience in NAICS code 238220 Fire Sprinkler Installation, responsible installation of at least three (3) "similarly complex" projects substantially completed within the past five (5) years. Similarly complex project is defined as a project that is comparable in nature, scope, complexity and costs as defined by the following characteristics: •· Project involves the installation of fire sprinklers in an industrial/office setting: (provide name, location of project, size (sf), description and completion dates. •· Project performed in an occupied and functional office building; •· Project involves the following disciplines- Plumbing, Electrical, and Fire Protection. •· Project construction cost at award of construction contract was greater than $500,000. •· Project possessed similar challenges in staging materials and site access. •2) Past Performance/Technical Capability of Offeror - Contractor will be required to demonstrate their technical capabilities by submitting a narrative description of three (3) similar projects, completed within the last five (5) years, which demonstrates offeror's ability to successfully perform this kind of work. •· Submit references (provide person's name, title, company name, current address, and current telephone number) •· Who may be contacted regarding the quality of work, budget, schedule and if they would use this contractor again in the future for comparable projects. Please include e-mail addresses. •· Key Personnel Qualifications - Offeror to submit narrative descriptions of qualifications, professional designations, experience, education, training and experience of each of the personnel which demonstrate their ability to successfully perform the work required under this RFP. When responding to the solicitation. The Offeror should include resumes, not to exceed two pages, for each proposed key member to include but not limited to: Project Manager, Site Superintendent, and Project Scheduler. A Bid-Guarantee will be required with proposal. Technical submission package shall not exceed 35 pages. Price proposals shall be under separate cover from technical submission package. In accordance with the FAR 15.403-1, please include cost and pricing data with prices for labor and materials in each of the 16 divisions, overhead and profit. This procurement is set aside for SDVOSB companies. The applicable NAICS Code for this procurement is 238220 Fire Sprinkler Installation with a Size Standard of $14 million. Note: A Pre-Proposal Meeting will be held on January 29, 2013 at 8am central time at the IRS Service center 5333 Getwell RD, Memphis TN 38118-7733. Attendance is Mandatory for proposal submission. To demonstrate your interest and receive a Request for Proposal (RFP), a Sensitive But Unclassified certification must be filled out first (it is attached to this pre-solicitation notice) and returned signed to michael.lanham@gsa.gov. The request for Proposal issue date will be due on or before January 22, 2013. Request for Proposal is due to GSA by February 21, 2013.
