Description
DESCRIPTION: The U.S. Army Contracting Command, Rock Island, Illinois, Ammunition Contracting Division on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is issuing a market survey for potential sources for the following projectile: * 40mm M918 Target Practice (TP) High Velocity (HV) Projectile Assembly, NSN: 1310-01-313-0336 The M918 projectile assembly is a component for the M918 TP 40mm cartridge. The M918 cartridge is designed to simulate the M430A1 tactical round in impact signature and ballistics and is a linked round fired from the 40mm MK19 Grenade Machine gun. The M918 projectile assembly consists of an ogive, firing pin, firing pin plate, and anti-creep spring, M550 escapement assembly, M55 detonator, body insert, inner and outer cap, rotating band, flash charge composition (oxidizer potassium perchlorate and aluminum powder) and projectile body. The M918 projectile assembly is critical to support training requirements. The Government anticipates requesting unit prices for the below quantity ranges during the base year (FY14) and out years (FY15 - FY18) for the M918 Projectile Assembly: 50,000 - 99,999 100,000 - 499,999 500,000 - 999,999 1,000,000 - 1,599,999 1,600,000 - 3,800,000 Satisfaction of First Article Acceptance Test requirements at the component and end-item level will be required. SPECIFICATIONS: The M918 projectile assembly will be procured via Technical Data Package (TDP); the TDP will not be made available at this time. PLANNED ACQUISITION: A five (5) year Firm Fixed-Price (FFP) production contract to include a base award and four (4) Option years (FY14 - FY18) is contemplated for this acquisition. The Government is contemplating setting this acquisition aside for 8(a) companies. SUBMISSION INFORMATION: All responsible, interested sources responding to this survey should be able to show adequate technical and manufacturing capability along with good past performance in 40mm Grenade manufacturing operations. A respondent to this market survey must exhibit a majority of the skills and facilities required to manufacture these items. Interested companies who have the necessary capabilities should respond by providing the following information: a brief summary of your company's capabilities; description of facilities; business size information as it applies to NAICS Code 332993; personnel; related manufacturing experience (similar items); estimated maximum monthly production quantities (and if manufacturing resources required to produce this item are shared with other items/production lines); the minimum sustaining rate required for economical production; and lead time(s) to successfully conduct/complete a First Article Acceptance Test and first production delivery after award. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate the ability to obtain those resources, and provide the timeframe for obtaining. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. All prospective offerors interested in the potential future solicitation for these items must be registered via the System for Award Management (SAM) database at www.sam.gov. If the interested source is a small business, please specify as either Small, Small Disadvantaged; (8(a); Women-Owned Small Business; Historically Underutilized Business Zone concern; Veteran-Owned Small Business or Service-Disabled Small Business); Graduation date of the 8(a) program.
