- DLA Distribution has a requirement to provide warehouse and distribution support services for the establishment and operation of a Contractor Owned Contractor Operated (COCO) distribution center in Bahrain, identified as DLA Distribution Bahrain, Southwest Asia. The requirement will be advertised under solicitation SP3300-13-R-5001. The scope of this requirement includes all facilities, all management, personnel, and supervision, in addition to materiel, tools, equipment, transportation and any other items and services not government furnished to meet the requirements of the Performance Work Statement (PWS). The primary mission of DLA Distribution Bahrain, Southwest Asia is to plan, program, manage, and execute efficient and effective receiving, storage, mapping storage operations, Care of Supplies in Storage (COSIS), inventory, stock selection, issue processing, packing, shipping, packaging and distribution of repair parts/secondary items in support of CENTCOM customers and Material Processing Center (MPC) operations. The contractor will utilize the Distribution Standard System (DSS). The estimated period of performance for this requirement consists of a one year base period and four one year option periods. The estimated Period of Performance (PoP) dates are as follows: PoP Dates Base Year* 1 June 2013 through 31 May 2014 Option Year 1 1 June 2014 through 31 May 2015 Option Year 2 1 June 2015 through 31 May 2016 Option Year 3 1 June 2016 through 31 May 2017 Option Year 4 1 June 2017 through 31 May 2018 *includes 90 day phase-in This requirement will be solicited as an unrestricted full and open competition basis under FAR Part 15, Contracting by Negotiation. It is anticipated that contract award will be made during May 2013. DLA Distribution is seeking offerors to perform the above functions which will be evaluated utilizing Best Value Tradeoff source selection procedures. DLA Distribution anticipates the solicitation will be released on or about January 4, 2013. It is anticipated that the resultant contract's pricing arrangement will consist of a Fixed Price Incentive Firm Target (FPIF) for labor, Firm Fixed Price (FFP) for facilities, and Not-To-Exceed (NTE) Cost Reimbursement (CR) CLINs for equipment and material support costs. It is anticipated that the resultant contract will contain Cost Reimbursement Contract Line Items. To be eligible for award, offerors must provide verification that DCAA has determined that the contractor's accounting system will permit timely development of all necessary cost data to support the non-fixed-price CLINs on the resultant contract (see FAR 16.104(h)).
