Description
The U.S. Department of Agriculture (USDA), Agriculture Research Service (ARS) on behalf of Office of National Programs, intends to award a sole source contract to Terry Anderson. The services required include responding to requests for information received through the Office of the Secretary and the Office of the Administrator from congressional offices, other Federal Agencies and Departments, State and local governments, private institutions, industry, and the general public. Prepare responses to requests relating to a wide range of scientific subjects and funding issues and in the form of retirement letters and other letters of congratulations for scientists. Determine the essence of the subject matter and needs of the audience in order to provide an appropriate response. Prepare briefing materials for the Office of the Administrator, Under Secretary, and Secretary. These assignments typically require accessing existing similar materials and updating issues and budget information. Contact Area Offices, Human Resources personnel, National Program Leaders, Research Leaders, and field support staff as needed to obtain background materials and ensure accuracy and relevance of information and materials, in terms of scientific, funding, management, and policy criteria. Oversee the clearance process of correspondence and briefing materials within ONP, ensuring that all documents are reviewed by appropriate officials and arrive at the Office of the Administrator by set deadlines. Incumbent must be able to plan and prioritize to ensure that deadlines are met. Edit own work and other documents for conformity with established formats and for accuracy, clarity, and emphasis so that the materials can be readily comprehended by its intended audience. Establish and maintain effective working relationships with officials and staff of ARS and USDA. Coordinate and communicate effectively with fellow writer/editors to ensure continuity of the work. Provide meeting and conference support as needed, including note-taking and facilitating panel discussions. Mr. Anderson has significant experience dealing with highly technical information, having written extensively on a variety of medical topics and public health issues that have built on his advanced degree in biology. Further, the sheer variety of topics on which he has written speak to his self-professed interest in many different topics of agricultural significance; such interest and ability to understand and write about diverse technical topics are absolutely critical to the writer/editor position. The NAICS Code for this requirement is 541611 - General & Administrative Management. In accordance with FAR 6.302-1 and 41 USC 25(c)(1), the service needed by the ARS is available from only one responsible source and no other type of service will satisfy the needs of the ARS. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
