- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Aviation Technologies Inc. (Avitech) for the procurement of two (2) each AV843-9 Hydraulic Component Test Stand (HCTS) kits with the associated data that will be used to modify the AV843 units and options for onsite training and onsite support, at the Royal Air Force Mildenhall in Suffolk, England for the CV-22 Aircraft. The AV843 HCTS is used for testing aircraft hydraulic components on the CV-22. The current test stand does not meet all of the functional test capabilities that are required for off-aircraft hydraulic component testing and therefore a modification kit is necessary. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. Avitech is the designer, developer and manufacture of the HCTS and therefore, is the only manufacture that can design the unique modification kits necessary for the Avitech AV843-9 units. This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this synopsis in writing within fifteen (15) days of this posting, which may be used by the government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
