Faxed submissions will not be accepted. In coordination with the Division of Enterprise and Custom Applications (DECA) of the Center for Information Technology (CIT), National Institutes of Health (NIH); the NIH Clinical Center is conducting a market survey/sources sought to determine the availability of commercial off-the-shelf (COTS) tools to assist with the tracking and management of the applications and projects managed by the Clinical Center's Department of Clinical Research Informatics (DCRI). In addition, DCRI will use the results of this announcement to determine the technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, woman-owned small businesses, SBA-certified 8(a) minority small businesses, minority [non-8(a)] small businesses, and HubZone small businesses capable of providing a COTS Application and Project Portfolio Management Tool that meets the requirements specified herein. This announcement represents a revision of the requirements previously specified in Solicitation No. NIHCC2012121. This announcement is being processed by the National Library of Medicine (NLM) which provides acquisitions support to DECA and its customers. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award an acquisition pursuant to this announcement. The information received in response to this market research will be used for planning purposes only, including assisting the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain any questions concerning this announcement. In addition, the Government will not pay for any costs incurred in the preparation of information for responding to this announcement. Any proprietary information should be so marked. Interested vendors responding to this announcement must identify its size status relative to NAICS Code 511210, Software Publishers. Size standard - $25.0M. The Clinical Center is a clinical research hospital providing all medical services for patients participating in human research protocols of the NIH. The Clinical Center provides patient facilities and services for clinical investigations by the NIH Institutes/Centers, research in related areas, and supervises residency and other training programs. DCRI is responsible for the Clinical Center's processes and systems that directly affect users in the care delivery and research settings. Work focuses on the analysis and evaluation of clinical research informatics needs and requirements, the development of design options that support the work processes of clinical research, and the implementation and management of responsive Information Technology (IT) solutions. Within the Clinical Center there are over 100 IT systems including approximately 70 systems with Patient Identifiable Information. These systems include clinical, administrative and business systems. Sixty percent of the systems are COTS. Forty percent of the systems are custom developed. However, many of the COTS systems contain custom developed modules and/or interfaces developed by DCRI staff. The attached document entitled Detailed Technical Requirements specifies the Functional and Infrastructure capabilities that DCRI requires in a COTS Application and Project Portfolio Management Tool. A vendor responding to this announcement must complete all of the information in the attached document in order for the Government to be able to assess the vendor's COTS product. In addition, a vendor should submit the following with its response to this announcement: Commercial licensing agreement, price list, descriptive literature, catalog excerpts, and any other information required for the Government to adequately assess the COTS product. A vendor's response shall be in sufficient detail to allow the Government to assess the past performance of the vendor to satisfactorily deliver a COTS product that meets the needs specified in this announcement. Please note that failure to provide clear and comprehensive information as requested herein may affect the Government's review of the commercial market's ability to satisfy the Government's requirement. A vendor's response shall not exceed five (5) pages, excluding the attached document entitled Detailed Technical Requirements, commercial licensing agreement, price list, and any descriptive literature (including catalog excerpts).
