- This is a COMBINED SYNOPSIS/SOLICITATON for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes a written solicitation issued. The Request for Proposal (RFP) number is N39430-13-R-1213. This combined synopsis/solicitation is Unrestricted. The applicable NAICS code is 333131 and the associated small business size standard is 500 employees per FAR 19.102, Size Standards. The contract type will be firm fixed price. The contractor will be required to provide the items identified in the Statement of Work section of Attachment 1 SF 1449 Commercial Item Solicitation. INTRODUCTION The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) manages the procurement of Civil Engineering Support Equipment (CESE) Table of Allowance (TOA) items. NAVFAC EXWC is responsible for equipping, mobilizing, and sustaining the Naval Construction and Expeditionary forces with Civil Engineering Support Equipment (CESE) and Civil Engineering End Items (CEEI). NAVFAC EXWC must maintain a ready fleet of CESE and CEEI to support the Navy, Marine Corps, and other Department of Defense (DOD) components worldwide. PURPOSE The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is soliciting for three (3) NEW complete Rock Crusher Systems. The exchange contract objective is to include an exchange of personal property of three (3) Terex complete rock crusher systems and apply the exchange allowance to acquire, on a one for one basis, three (3)NEW complete rock crusher systems with an option to procure one(1) more NEW complete rock crusher system. NEW COMPLETE ROCK CRUSHERS. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) has a requirement for three (with the option of one additional) complete rock crushing and screening systems, each consisting of the following 3 components: (1). Primary jaw plant (hereinafter referred to as the Primary Plant ), (2). Secondary cone crusher and screening plant (hereinafter referred to as the Secondary Plant ), (3).Stacker/conveyor. Each complete system shall be identical to the other systems offered under this contract and be capable of crushing and processing aggregate at a production rate of 150 tons per hour (TPH). Each individual rock crushing and screening systems shall be readily transportable and completely self-contained. Both the primary and secondary plants will be equipped with a diesel engine driven, three phase generator. The system will be capable of operation in the following manner. Virgin rock or reclaimed material is introduced into the primary plant which, using a jaw crusher, reduces the material. This rock is fed, via a conveyer belt to the secondary plant. Using screens and a screen decks material which does not pass through the screens is passed into the cone crusher. Material which is too large to pass through the screens is passed to a cone crusher. The rock that leaves the cone crusher is returned to the screen tables. Material passing through the screens passes onto the stacker/conveyer TEREX ROCK CRUSHER EXCHANGE. As authorized by 40 U.S.C. 503, this equipment exchange is designed to utilize commercial value of existing, non-excess government equipment owned the government. The Contractor shall remove all three (3) Terex Rock Crushers from Naval Base Ventura County, Port Hueneme, CA at its own expense. The property is located at Lot #11 Staging area at the Naval Construction Battalion Center, Port Hueneme, CA 93043. Offerors may inspect the property on Thursday, January 17, 2013 at 1:00 p.m.(PDT, California time). Details of the site visit are in the Solicitation. The anticipated solicitation shall include a request for offerors to state prices- (1) For the new items being acquired without any exchange; and (2) For the new items with the exchange (trade-in allowance) for the exchange property listed. (3) For the option procurement of one NEW complete rock crusher system CLIN STRUCTURE: The contract will have one base year and an option year with the following CLIN structure: CLIN 0001, Rock Crusher and Screening Systems and Spare Parts Package, 3 Units CLIN 0002,Option- Rock Crusher and Screening Systems and Spare Parts Package, 1 Unit CLIN 0003, Exchange Value of Existing Rock Crushers, 3 Units CLIN 0004, Training and Training Manuals, 2 Units CONTRACTING OFFICER ADDRESS: Ms. June Haynes, Contracting Officer Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) NEXWC-ACQ72 Naval Base Ventura County 1100 23rd Avenue Bldg 1100 Port Hueneme, CA 93043-4347 PERIOD OF PERFORMANCE The delivery of the first unit shall be no later than 140 days after contract award. The delivery schedule for all other units shall be at 60 day intervals after the delivery of the first unit. If the option is exercised the deliverable shall be no later than 60 days after the option is exercised. PLACE OF PERFORMANCE The contractor will deliver one system for testing and training to Naval Air Weapons Station (NAWS) China Lake, California and the remaining two (2) systems to Naval Base Ventura County (NBVC) Port Hueneme California. If the option is exercised to procure the 4th system, delivery shall be to Gulfport, Mississippi.
