- Global Trends Impacting Foreign Affairs The Senior Executive Threshold Seminar prepares newly promoted Senior Executive Service and Senior Foreign Service Officers in the foreign affairs community for the challenges they will face leading across agency and international boundaries. The culmination of the mandatory leadership training continuum, SETS focuses on the specific skills necessary for successful performance at the most senior levels of government. including visioning and strategic thinking, working across organizational boundaries, and managing conflict. The contractor will design, develop, and deliver a two hour classroom training presentation to support the course goals and objectives.
