Description
Naval Criminal Investigative Services (NCIS) intends to award a Firm Fixed Price, Sole Source purchase order for the NCIS to purchase Alchemy API Subscription licenses for NCIS Cyber Department from ORCHESTR8; 2300 15TH ST SUITE 320, Denver, CO 80202. The agency s requirement is to purchase Alchemy API Subscription licenses for Computer Scientist at the NCIS Office located at 27130 Telegraph Rd, Quantico, VA 22134-2253. In 2011 NCIS currently purchased and is still utilizing Alchemy API Subscription licenses. The AlchemyAPI tool is a web accessible Application Programming Interface (API) which evaluates a web page using the following forms of analysis: Entity Extraction, Sentiment Analysis, Relation Extraction, Concept Tagging, Keyword Extraction, Text Categorization, Language Detection, Author Extraction, Text Extraction, Content Scraping, Micro-formats, and RSS/Atom support. The following depreciation is a detailed account of the required Alchemy API Subscription that NCIS Cyber Department currently is utilizing in the various fields offices: The features are Alchemy API utilizes natural language processing technology and machine learning algorithms to analyze contents, extracting semantic meta-data: information about people, places, companies, topics, facts & relationships, authors, languages, and more. API endpoints are provided for performing contents analysis on Internet-accessible web pages, posted HTML or text content. To use AlchemyAPI, you need an access key. If you do not have an API key, you must first obtain one. Named Entity Extraction Identify people, companies, organizations, cities, geographic features, and other typed entities within HTML pages and text documents/contents. Our advanced name entity recognition (NER) capability supports multiple languages and offers comprehensive disambiguation capabilities not found in other solutions. Concept Tagging Automatically tag documents and text in manner similar to human based tagging. Our advanced concept tagging capability is capable of making abstractions ( Hillary Clint + Barbara Bush + Laura Bush = = first ladies of the United States ) and annotation documents at high rates of accuracy. Keyword/Term Extraction Extract important terms and topic keywords from HTML pages and text documents/content. Advanced statistical and linguistic algorithms analyze your content, tagging it with the most important words and phrases. Sentiment Analysis Identify positive, negative and neutral sentiment within HTML pages and text documents/content. Support for extracting document-level sentiment, user-targeted sentiment, entity-level sentiment, and keyword-level sentiment is provided. Relation Extraction Identify facts and Subject-Action-Objects relations within HTML pages and text documents/content. Support is provided for extracting relation sentiment, subject and object named entities, and more. Topic Categorization/Text Classification Automatically topic- Classify web pages and text documents/content. Our document categorization capability provides fast taxonomy classifications for your unstructured content. Author Extraction Automatically extract author information form news articles or blog posts. If an article specifies an author, AlchemyAPI will attempt to extract it. Author extraction enables content from online publications to be categorized on an author-specific basis. Combined with AlchempyAPI s other text analysis functions, you can generate tag clouds, identify sentiment towards topics, find expressed opinions and facts, on an author-specific basis. Automatic Language Identification Determine the language that any text or web-based content was written in. AlchempyAPI s language identification capability is the most robust in the industry today, supporting 97 different languages. Automatically route, filter, and organize information by language. Text Extraction/Web Page Cleaning Automatically clean web pages, removing navigation links, advertisements, and other undesirable content. Extract key article/webpage text to improve website indexing, increase contextual advertising relevancy, and more. Structured Data Extraction/Content Scraping AlchemyAPI provides a structured data/content scraping capability, capable of extracting structured data (prices, product descriptions, etc.) from any web page. Employing advanced visual constraints, AlchemyAPI enables structured data to be extracted based on visual and structural traits, such as text labels, positioning, and more. Microformats Parsing/Extraction Identify Microformats -formatted structured data within any web page. Parse and extract information including hCard-formatted contact information, Geo-formatted latitude/longitude coordinates, and more. RSS/ATOM Feed Detection AlchemyAPI provides an RSS/ATOM feed links extraction capability, identifying RSS/ATOM links residing within any web page. Note: All vendors must accept Government Purchase Card as form of payment. Therefore, Orchestr8 is the only company that can provide the Alchemy API Subscription licenses with the required licenses for the existing systems. Under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements. This is not a solicitation for competitive quotes. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed purchase order/contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
