SOURCES SOUGHT ANNOUNCEMENT: FOR INFORMATIONAL AND PLANNING PURPOSES ONLY: Environmental Services Requirements at the Denver Federal Center, Lakewood, Colorado 1. The General Services Administration (GSA) Environmental Programs Group (EPG) located at the Denver Federal Center (DFC), Lakewood, Colorado, is seeking qualified potential sources to perform various environmental projects on the DFC and throughout GSA Region 8. Primary consideration for award of the potential projects is the Federal Supply Schedule (FSS), Multiple award Schedule (MAS) under the following Special Item Numbers (SINs): 899-1: Environmental Consulting Services 899-3: Environmental Occupational Training Services 899-5: Materials and Waste, Reclamation and Disposal Services 899-7: Geographic Information Systems (GIS) Services 899-8: Remediation Services 2. The DFC is tasked with the performance of various environmental projects in order to comply with the terms of two Compliance Orders on Consent (Consent Orders) between the State of Colorado - Colorado Department of Public Health and Environment (CDPHE) and GSA. The performance of work under the Consent Orders 91-01-24-3a, 96-04-11-01, and 97-07-18-01 is subject to the specific requirements as approved by CDPHE; promulgated in the DFC Quality Assurance Project Plan (QAPP), dated October 2012, the Risk Assessment Work Plan (RAWP) Revision 2, dated May 2005, and the feature information presented in the pre-RFI Historical Data Report Addendum, dated September 1998. Knowledge of and familiarity with the requirements described in these documents is required for satisfactory completion of environmental services work on the DFC. These documents will remain available for public review at no cost using a login and password available from GSA upon request, at https://ieprojects.urscorp.com/sites/GSASOURCESOUGHT/Shared Documents/Documents/GSA Documents through February 28, 2013 (the SharePoint site). From March 1, 2013, these documents may also be reviewed in person at the CDPHE Offices, Hazardous Materials & Waste Management Division Record Center, 4300 Cherry Creek Drive South, Denver, Colorado 80246-1530. An appointment must be scheduled at least three days prior the date on which the documents will be reviewed. An appointment may be scheduled by contacting Ms. Diana Huber at (303) 692-3331. 3. This announcement will result in a list of Environmental Contractors (Source List) familiar with the compliance objectives and requirements of the Consent Orders, including demonstrated use of the Database Management System (DBMS) at the DFC. By responding to the announcement, each contractor will have an opportunity to demonstrate their ability to fulfill requirements within the parameters of the Consent Orders at the DFC. The Source List will be used to fill competitive requirements for environmental services at the DFC. Requirements to be filled include, but are not limited to, the development of Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) work plans and reports, RFI field investigation, and sample collection, data evaluation, data management, waste disposal, and documentation of all data collected including generation of maps and figures using ESRI ArcGIS software. 4. Response to this notice by interested parties is voluntary. However, to be included on the Source List interested firms must adequately respond to this notice. The Government makes no guarantee that respondents will be included on the Sources List for any specific project, nor will the Government pay for any costs incurred in responding to this notice. 5. In responding to this notice, each firm must complete an exercise demonstrating its ability to use the DBMS. Successful completion of responses to this Sources Sought Announcement will be based on an evaluation of the exercise described below. Items shown below as (9.f), (9.h), (9.i), (9.j), and (9.k) will be evaluated based on a pass/fail basis. Successful completion of items (9.a) through (9.d) shall provide the building blocks for satisfactory completion of (9.j). A score of 90% or higher on items (9.e) (data validation) and (9.g) (Release Evaluation professional judgment) will be necessary to achieve a passing score on these items. 6. Firms which do not successfully complete the DBMS exercise will be excluded from the Source List developed as a result of this Sources Sought Announcement. Firms which do not successfully complete the DBMS exercise shall be allowed to retake the exercise through February 28, 2013. Until the notice announcement period closes, if a firm's initial submittal is not acceptable, the firm may resubmit their testing results. GSA will evaluate testing results in the order they are received and as quickly as is practicable. Firms interested in responding to this notice must contact the GSA Contracting Officer, Beverly Carey, by e-mail at Beverly.carey@gsa.gov to receive access information to the DBMS exercise and SharePoint Site where exercise materials will be available for download. Subsequent information, responder questions, and GSA answers regarding this Sources Sought Announcement will be posted at both the SharePoint Site and at www.FBO.gov approximately weekly through February 28, 2013. 7. GSA Support to Sources Sought Responders. GSA will make the following resources available to qualified interested parties: a. Detailed instructions on how to obtain the resources needed to respond to the Sources Sought Announcement. b. GSA's QAPP for the DFC RFI (October 2012) c. Standard Operating Procedures (SOPs) for the DFC RFI (October 2012) d. GSA's Desktop DBMS software (Version 4.0.7) and example database. e. GSA DBMS Workshops: GSA will host at least two, 1-day workshops at the DFC to provide training on use of GSAs DBMS to perform the tasks described under Items (9) and (10) of this announcement. Tentative workshop dates are December 12, 2012 and January 8, 2013. These dates may change during the notice period. Any change will be posted on the SharePoint site and on www.FBO.gov. Attendance of the workshops is not mandatory. During these workshops, users will be given the opportunity to work through scenarios similar to those required in response to this Sources Sought Announcement under the general guidance of GSA data management specialists. Workshop attendees must have at least a general understanding of Microsoft Windows (XP or 7) file management, Microsoft Access (2003 or later), Microsoft Excel (2003 or later), relational database design, environmental database management, and ESRI ArcGIS and will have reviewed GSA's QAPP, SOP-6, (Sample Handling), and SOP-15 (Data Management). Although the process of entering chemistry validation updates into the database will be covered during the workshop, training on how to perform validation will not be provided. Users are encouraged to review Section 9 of the GSA QAPP for project-specific information related to chemistry data validation. Details regarding the logistics of the workshops will be provided to those who respond to this Sources Sought Announcement. Workshop attendees will be required to download and install GSA's desktop DBMS and verify basic operation prior to attending the training. The GSA Workshop will be held in building 41 at the Denver Federal Center in Lakewood, Colorado beginning at 7:30 AM on January 8, 2013. Please park in a spot designated as "Open Parking". If the parking closer to Building 41 is full, attendees should look for available open parking near Building 50 or Building 20. Please sign in at the Ambassador's desk on the second floor of Building 41. The workshop is anticipated to be an all-day event with a working lunch. Each attendee will be responsible for providing their own lunch. Attendees who wish to perform hands-on exercises during the workshop will need to bring their own laptop computer (Windows XP or 7), and prior to the workshop should install GSA's Desktop DBMS and database as described in the user instructions available for download from the link on the homepage of the announcement SharePoint site and verify their ability to start the DBMS and connect to the database. 8. Database Management System. The DBMS was developed by GSA to facilitate effective management of environmental investigation and remediation data generated during the ongoing RFI program at the DFC. The system provides for efficient loading of environmental data (location meta data, sample analysis results, field parameters, etc.) into a relational database and automates many basic quality assurance, routine data analysis, and reporting tasks required under the RFI. The DBMS may be executed either locally with a desktop installation (Desktop DBMS) to upload and analyze project specific data, or using the GSA application portal (Site-Wide DBMS) via the internet for verification of project-specific data deliverables and for analysis and reporting of site-wide RFI data. The DBMS is propitiatory code and is being made available to responders for use to respond to this effort. Access to the DBMS and will be granted upon award of specific projects. Use of this program on any projects other than those required by GSA is prohibited. 9. DBMS Exercise Evaluation. Successful completion of the DBMS Exercise is required for inclusion in the Source List. Each exercise for submission will include use of GSA's desktop DBMS to enter/upload a test RFI data set to an example environmental database and to analyze, report, and deliver these data as described below. The data provided in the exercise will contain both incorrect and correct data. Responders should analyze the data and attempt to provide correct data in the final submitted exercise. a. Enter sampling location data into the database (Pass/Fail). b. Enter environmental sample data (sample ID, matrix, sample type, etc.) into the database from hard copy field records (Pass/Fail). c. Upload a test laboratory EDD provided by GSA into the example database, and correct any errors in this EDD to conform to GSA requirements (Pass/Fail). The test data will contain incorrect data. d. Manually enter the results from analysis of samples for asbestos into the database (Pass/Fail). e. Perform validation of selected test chemical data in accordance with GSA requirements and input the appropriate validation codes into the database (90% Correct Required). f. Create printed data tables in GSA's prescribed format from the test data set using the DBMS (Pass/Fail). g. Use tools provided in the DBMS and professional judgment to perform evaluation of test data in accordance with GSA's Release Determination and Contamination Site Identification/Verification process (Release Evaluation). Create Release Evaluation reports in the GSA prescribed format to document the results of this evaluation (90% correct required). h. Create an ArcGIS map showing sampling locations for the test data (Pass/Fail). i. Create time series graphs of selected example data using tools provided in the DBMS (Pass/Fail). j. Create contractor data deliverables that meet GSA's specification (SOP-15) for sampling locations and associated results from chemistry and asbestos analyses (Pass/Fail). k. Verify that contractor deliverables meet GSA's specification using GSA's on-line verification tool (included in the Site-Wide DBMS) (Pass/Fail). 10. Submittals. The following submittals will be required from each Responder to the Sources Sought Announcement: a. A contractor export from the DBMS (with verification log) including all test data required for upload to the database and populated with the appropriate data validation information. b. Printed Chemistry and Asbestos results tables in portable document format (pdf) produced from the desktop DBMS in the GSA required format. This will include both tabular and graphic (time-series) reports. c. A spreadsheet containing the results of the Release Evaluation generated by the desktop DBMS including professional judgment updates. d. Printed data tables (pdf) from the desktop DBMS documenting results of the Release Evaluation in the GSA prescribed format. e. A printed map (pdf) produced from ESRI ArcGIS showing the test sample locations and associated sample identifications. The supporting native ArcGIS file used to produce the map should also be included in the deliverable. 11. Additionally, responses should include a representation stating that: a. The firm has reviewed and understands the requirements of the DFC QAPP (October 2012), RAWP (Rev.2 May 2005), and the Pre-RFI Historical Data Report Addendum (September 1998); b. If selected to participate in the competition for any environmental project on the DFC, the firm will perform all services in compliance with the requirements of these documents; c. The firm's Business Size Status (i.e., Large, Small, Service Disabled-Veteran-Owned, Small Disadvantaged, 8(a), Woman-Owned, etc). 12. Responses to this notice under item (11) must be less than 20 pages (8.5x11 bond paper, one-sided, single-spaced, ½-inch margins). These 20 pages do not include the responses to item 10 above. Responses should describe, in detail, the professional qualifications of the individual/firm, along with the appropriate SIN(s) (work category) for which consideration is being sought. Information regarding any GSA FSS and/or GSA MAS Contract(s) that the individual/firm holds should be included. 13. All submittals are due to GSA not later than February 28, 2013. 14. The scope and number of projects anticipated for solicitation during Fiscal Year 2013 is not currently available. Historically, the GSA Region 8 Public Buildings Service (PBS) has expended an annual budget ranging from as low as $3,000,000 to as high as $7,000,000 on requirements subject to the Consent Orders. 15. GSA anticipates relying primarily upon the FSS MAS Contract ordering procedures, as authorized by Federal Acquisition Regulation (FAR) Subpart 8.4, to fill potential projects subject to the Consent Orders' requirements. Therefore, notices regarding specific projects may not be publicly advertised in this publication or other media. 16. Responders will be notified regarding their evaluated exercises and whether or not they will be included on the GSA Region 8 Sources List not later than April 30, 2013. 17. Questions regarding this announcement should be submitted using the "Ask New Question" link on the SharePoint site. This folder will be set up when the responder requests a user name and password to the site. 18. Summary: a. Firms interested in responding to this announcement must contact Beverly A. Carey, Contracting Officer to obtain access credentials to the Sharepoint site. b. Firms will receive access credentials by email several days after contacting Ms. Carey. c. Using the access credentials, interested firms will be able to complete a DBMS exercise showing their ability to use and populate the DBMS. d. Firms may attend the workshops offered by GSA to receive introduction and instruction regarding the DBMS. Attendance is not mandatory. e. Firms must complete DBMS exercise and submit at Sharepoint site. f. Responses will contain two pieces of information: i. Up to 20 pages of information showing the firm's background and experience in the types of projects expected, including representations required in Paragraph 11, above (hard copy) ii. DBMS exercise (electronically submitted at Sharepoint site) g. Questions should be submitted using the Sharepoint site. h. Important Dates: December 12, 2012 - GSA DBMS Workshop January 9, 2013 - GSA DBMS Workshop February 28, 2013 - Announcement Closes, Last day to re-test on DBMS exercise
