- This is not a solicitation announcement. This is a sources sought synopsis only seeking responses from Small Businesses. Large and Non Profit Businesses are not to respond. The purpose of the sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to this 541690 North American Industry Classification System (NAICS) code. Teaming is encouraged. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. Project Title: National Laboratory Certification Program Project Description: Pursuant to Executive Order 12564 and Public Law 100-71 (Section 503), the Department of Health and Human Services (HHS) has been given the responsibility to establish the requirements for collecting and testing specimens and reporting results for the Federal Workplace Drug Testing Program. A key element of this effort has been the development of the scientific and technical requirements for the National Laboratory Certification Program as specified in Mandatory Guidelines for Federal Workplace Drug Testing Programs, Federal Register 73 FR 71858, November 25, 2008 (Mandatory Guidelines), and as revised. The certification of laboratories is essential to ensure the forensic and scientific supportability of test results reported to the Federal agencies. The Department of Health and Human Services is proposing to establish scientific and technical guidelines for the testing of oral fluid hair and sweat specimens in addition to revising Mandatory Guidelines for urine specimens; scientific and technical guidelines for using on-site tests to test urine and oral fluid at the collection site; added standards for collectors, on-site testers, and medical review officers. In addition, the Department of Health and Human Services is proposing to establish technical requirements for existing and new forensically supportable instrumentation. The purpose of this contract is to provide the Division of Workplace Programs (DWP) with a Contractor that will satisfy all the requirements for the National Laboratory Certification Program (NLCP) as specified in the Mandatory Guidelines, and any subsequent revisions. In addition, the Contractor must have the capacity to expand the NLCP to satisfy (1) the scientific and technical Guidelines for the testing of oral fluid, hair and sweat specimens; (2) the scientific and technical Guidelines for onsite screening tests for urine and oral fluids at the collection site; and (3) the requirements for the certification of laboratories, and ongoing quality assurance and performance of NLCP-related activities at collection sites, laboratories, and by medical review officers (MROs) Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). A copy of the company capability statement will also be accepted. Responses are due on January 18, 2013. The anticipated period of performance is one year with four one year option periods. In addition, please provide a capability statement addressing your organization ability to perform as a prime contract the work described above. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantages, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered a woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 7. Is your business a large business? 8. Describe your proven capability and current in-house capacity to provide urine samples (future PT of Oral Fluid specimen) on a quarterly basis for Performance Testing of forensic workplace drug testing laboratories analyze and report the results in a manner such that any necessary laboratory remedial actions can be accomplished prior to the shipping of the next set of PT samples. 9. Describe your proven capability and current in-house capacity to conduct a semi-annual laboratory inspection program using Federal workplace drug testing laboratory science subject matter experts, prepare technical critiques from the inspection reports, identifying laboratory deficiencies, issue the critiques to the laboratory in a manner such that any necessary laboratory remedial actions can be accomplished prior to the next inspection. 10. Describe your proven capability and current in-house capacity to assess the science of workplace drug testing using urine, oral fluid, sweat (patch), and hair testing in a screening and confirmatory test laboratory program. 11. Describe your proven capability and current capacity to provide technical assistance in a variety of formats and media including site visits, training, telephone and teleconferences, presentations, email, meetings, workshops, and conferences." 12. Describe your proven capability and current capacity for providing analytic support and technical writing and editing of written products such as revisions to scientific regulatory text and proposals, such as Federal Register Notices, summaries of scientific research literature related to workplace drug testing, evaluation reports, briefing papers, concept papers, and presentations, and training materials. 13. Describe your staff capability regarding formal academic training and relevant experience to perform the work referenced in the project description. This is not a request for proposals and in no way obligates the Government to award any contract.
