- Description
- Pursuant to 6.302-1, the Government intends to continue receiving support and sustainment of various ground based radar and optical sensor systems under AFSPC's responsibility from EXELIS Systems Corporation, formerly ITT Systems Corporation. The foundation for this noncompetitive contract action are as follows: a) The radar and optical sensor systems supported by the SENSOR contract are critical to the national defense posture of the US. The current SENSOR contract has a potential Period of Performance through 2019; however, the Government is actively engaged in acquisition planning and re-procurement activities and anticipates a Full and Open contract award approximately July 2014. To re-procure this support in a full and open competitive environment contrary to the currently engaged acquisition process would result in unacceptable delays to meeting agency requirements. b) To pursue any course of action, other than the aforementioned, would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. In addition to manpower costs, duplication of multiple System Programming Agencies (SPAs)prior to execution of the planned Full and Open source selection timeline would not only be extremely expensive and highly inefficient, but such a financial undertaking would be unsupportable in the current state of fiscal uncertainty. The Government intends to increase the Final Anticipated Dollar Value (FADV - FAR 1.108(c) by $241.8M.
